2025 Hajj Costs Rise, PKB Legislators The Government's Value Has Not Seriously Lowered BPIH
JAKARTA - Member of Commission VIII DPR RI from the PKB faction, Maman Imanulhaq, assessed that the government has not seriously reduced the cost of Hajj trips borne by prospective pilgrims. One of the indicators is the increase in Hajj Travel Costs (Bipih), from Rp56 million in 2024 to Rp65.3 million in 2025.
The Minister of Religion previously confirmed that the 2025 hajj costs would decrease. However, the proposal submitted to Commission VIII of the DPR RI actually showed an increase in Bipih amounting to Rp9.3 million which burdened the congregation. This is contradictory to the previous statement," said Maman after a Working Meeting with the Minister of Religion at the Parliament Complex, Monday, December 30.
As is known, in a joint working meeting with Commission VIII of the DPR, Minister of Religion Nasaruddin Umar proposed holding the 2025 Hajj (BPIH) of IDR 93,389,684.99. This amount consists of Bipih which must be borne by pilgrims of IDR 65,372,779 and the value of benefits issued by the government of IDR 28,016,905.5.
Maman admitted, there was a decrease in the BPIH figure when compared to the previous year. Last year BPIH was set at IDR 93,410,268.26, this year it fell to IDR 93,389,684.99.
"So if BPIH 2025 does go down but the decrease is only around Rp. 20,000. So it is not significant and far from the expectations of the community. Moreover, the Bipiah borne by the congregation actually increased quite large from Rp. 56 million in 2024 to Rp. 65.3 in 2025," he said.

Nevertheless, he stressed that the main principle in organizing the hajj is to ensure that the costs charged to the congregation remain affordable without reducing the quality of service. Moreover, the reduction in the cost of Hajj travel is one of the commitments of President Prabowo Subianto.
"Currently, the government has not fully complied with the direction of the President of the Republic of Indonesia to reduce the cost of Hajj with efficiency that maintains service quality," he said.
Maman added, as a legislative institution, the Indonesian House of Representatives has the task of supervising and discussing BPIH's proposals with the government. However, he said, it is the responsibility to ensure that the reduction in Hajj costs should start from the executive, namely the Minister of Religion and the Head of BPH.
"We at Commission VIII will continue to oversee so that the decisions taken will not burden the pilgrims. I urge the Ministry of Religion and BPH to immediately revise their proposals and show real intention to reduce Bipih," he concluded.
