BNPT: Strategic Vital Objects And Transportation Systems Are Now Targets For Terrorism Attacks
JAKARTA - The National Counterterrorism Agency (BNPT) said that currently the trend of terrorism attacks at the global and regional levels is not only targeting humans or public facilities, but also strategic vital objects and transportation systems.
Acting (Plt.) Deputy for Prevention, Protection, and Deradicalization of BNPT Brigadier General Pol Imam Margono assessed, this is because strategic vital objects and transportation systems have a broad impact on the lives of many people, political stability, economy, and state resilience.
"Therefore, anticipating the trend of terrorism attacks at the global and regional levels, a Law (UU) Number 5 of 2018 is stipulated," said Imam at the handover ceremony for the application of guidelines for the protection of facilities and infrastructure for 16 strategic vital objects and transportation systems in preventing criminal acts of terrorism in Jakarta, Thursday 19 December, confiscated by Antara.
The law contains amendments to Law Number 15 of 2003 concerning Stipulation of Government Regulations in Lieu of Law Number 1 of 2002 concerning Eradication of Criminal Acts of Terrorism.
He explained that the implementation of the legislation gave birth to several innovations in programs and activities in the context of preventing criminal acts of terrorism, including through the National Action Plan for Combating Violent Extremism Based on Terrorism (RAN PE).
RAN PE was carried out together with 48 ministries/agencies including local governments through an integrated action, consisting of 130 action plans implemented until 2024 as a form of the whole of government (all governments) and whole of society (all communities) approach.
Imam continued, program and activity innovation also includes protection and improvement of facilities and infrastructure in collaboration with managers of vital objects and transportation systems, regional security forces, local governments, and the community.
In order to carry out the mandate that has been conveyed in Law Number 15 of 2018 and Government Regulation Number 77 of 2019, BNPT issued BNPT Regulation Number 3 of 2020 concerning Guidelines for the Protection of Vital Object Infrastructure Facilities that are Strategic in the Prevention of Terrorism Crimes.
"This guideline explains the stages and security processes that must be carried out by the manager of strategic vital objects and transportation systems in an effort to prevent acts of terrorism," he said.

Then, he continued, the regulation was socialized to several managers of strategic vital objects and transportation systems in 2023.
Thus, it is hoped that managers of strategic vital objects and transportation systems can independently carry out early detection and efforts to prevent criminal acts of terrorism in their operational areas.
For information, strategic vital objects are areas, buildings, installations, or businesses that have strategic value from the defense aspect and concerns the livelihoods of many people, the interests of the state, and/or sources of state revenue.
