KPK Affirms OTT Starting With Investigation, Not Suddenly

DENPASAR - Deputy Chairperson of the KPK Alexander Marwata emphasized that the term Hand Catch Operation (OTT) carried out by his investigators began with an investigation to find sufficient evidence, not sudden actions.

"The arrest activity at the KPK began with an investigation, not an incident that suddenly happened," said Alexander in Denpasar, Bali, Monday, December 2.

Alex said that in uncovering cases of alleged corruption, the KPK first issued an investigation warrant (Sprindik) against the perpetrators suspected of committing a criminal act of corruption.

Then, the KPK conducted wiretapping, reconnaissance of the alleged perpetrator. After collecting evidence in the form of recordings, pictures and other evidence, then a warrant to carry out arrest activities was issued.

"So that we have confidence that a criminal incident occurs and after we get information, for example there is a transfer of money to certain H, then we issue a warrant to make arrests," he said.

Therefore, Alex concluded that the OTT diction in that case refers to the arrest activity because it is the end of the investigation activities.

"So maybe more precisely the activity of arrests, that is the end of the investigation process. Of course from the investigation, sufficient evidence has been obtained," he said.

Alex emphasized that his party will continue to carry out OTT activities after going through a series of investigative actions.

So far, he said, this step cannot be abolished considering that this has been regulated in Article 12 paragraph (1) of the KPK Law which regulates the authority of the KPK in carrying out wiretapping in investigative and investigative tasks.

"There is no (delletion of OTT), if that's the case there is Article 12 paragraph 1 of the KPK in the investigation process, it can already conduct wiretapping. That the evidence includes electronic evidence, voice recordings, image recordings and so on," he said when asked about the possible removal of OTT at the KPK.

In fact, according to Alex, OTT is considered effective in eradicating corruption.

"So far it has been effective. I just see that people are getting more and more careful, people are learning from previous events," he said.

Alex stated that the corruption perception index in Indonesia is still high.

This is due to people who are still permissive about corrupt behavior and the lack of integrity in state officials.

"The anti-corruption culture has not yet been well developed. Our diseases are still like that," he said.

Previously, the term OTT was widely discussed after the Deputy Chairperson of the KPK, Johanis Tanak, who said that OTT would be removed if he was elected as Chairman of the KPK. The statement was made in the DPR Commission III Meeting Room while undergoing a fit and proper test of the KPK leadership candidate.

According to Johanis, the term OTT is not appropriate.

Johanis said that the understanding of operations according to KBBI was an example of a doctor carrying out surgery, which of course everything had been prepared and planned.

"Regarding OTT, in my opinion, I am lacking, I ask for permission, even though I am the head of the KPK, I have to follow it but based on my understanding, OTT is not right, it is not right," said Johanis.
