Student Shot Dead, IPW: According To SOP, Situation Threatened By Officers Can Open Fire
JAKARTA - The case of the death of SMKN 4 Semarang student Gamma Rizkynata Oktafandy (17) as a result of being shot by members of the Narcotics Unit of the Semarang Polrestabes is in the spotlight of Indonesia Police Watch (IPW). According to IPW, the actions taken by members of the National Police are in accordance with the SOP.
The chairman of the Indonesia Police Watch (IPW), Sugeng Teguh Santoso, stated that the shooting incident occurred when students were involved in a brawl in Semarang.
Sugeng explained, based on information received by his party, the victims who died were members of one of the two gang groups (Kreak) who were involved in the clash in front of a minimarket.
"The actions taken by the police can be justified. Based on standard operating procedures (SOPs), in a threatened or pressed situation, officers are allowed to open fire to paralyze them to prevent more victims from occurring," Sugeng said when confirmed, Tuesday, November 26.
According to him, the shot was likely directed at relatively safe body parts, such as legs. However, dynamic conditions on the ground can cause bullets to hit other body parts, such as the waist.
"The goal is to paralyze, not to kill lives," he said.

Sugeng further revealed that based on initial information, the police who were at the scene intended to break up the brawl.
However, officers were attacked by a motorcycle gang, forcing them to take action by shooting.
IPW asked the public to wait for the results of the investigation being carried out by the Semarang Police.
"We also heard that there are members of a motorcycle gang who have been named as suspects," he said.
Previously, the Semarang Police Chief, Kombes Irwan Anwar, said that his members opened fire on a student with the initials G, who is suspected of being a member of a youth motorcycle gang or what is commonly called a "creak" in Semarang.
Kombes Irwan explained, in the early hours of Sunday, the police received reports of brawls between kreak groups in three different locations, namely in Gayamsari, North Semarang, and West Semarang Districts.
The shooting incident occurred when G was involved in a brawl in West Semarang, precisely in front of Paramount Housing.
"In this incident, we have examined 12 children involved, and four of them have been named as suspects," he said.
