Union Musicians Propose Eight Points For National Music Industry Improvement
JAKARTA - The Federation of Indonesian Musician Unions (FESMI) is one of the parties involved in the focus group discussion organized by the Indonesian House of Representatives recently.
Cholil Mahmud as the Director of Research and Development of FESMI, was appointed to convey the organization's views in front of the Indonesian music industry players who were invited guests.
Through the upload of Insta Story FESMI, it was explained that Cholil in his speech conveyed eight points that became homework to build a better national music industry.
The following eight points were conveyed by FESMI through Cholil Mahmud :1. Forwarding of the right to copy ideology in order to be able to answer the challenges of the times. 2. Adoption of the Constitutional Court's decision related to Law 28/2014.3. Simplification and strengthening of the Collective Management Institute.4. Criminal options as ultimum remedium.5. Recognition and arrangement of the role of music publisher / publisher.6. Digital platforms whose obligations are more regulated.7. More detailed regulations regarding licenses and royalties. 8. Regulation regarding artificial intelligence
In addition, amendments to Law Number 28 of 2014 concerning Copyright Law (UU Copyright) have been included in the 2025 Priority National Legislation Program (Prolegnas).
Melly Goeslaw, singer-songwriter who is currently a member of the House of Representatives Commission X, stated the importance of revising the Copyright Law to prevent potential violations in the era of digitalization.

"Digitalization opens the potential for copyright infringement in various forms. Therefore, it is necessary to strengthen governance and regulations that are able to adapt to digital dynamics," said Melly, citing a video upload on Instagram, Thursday, November 21.
Digital platforms such as social media, sites of various content, and streaming platforms are the main places for copyright distribution today. However, copyright management on this platform is very challenging because content is easily uploaded and distributed massively by users. Digital platforms often have difficulty monitoring copyright infringement as a whole, especially in detecting published and used content without permission," he continued.
Melly saw the need for revisions of the Copyright Law to consider behavioral changes and seek a balance between copyright protection and freedom of access to information.
The copyright law also needs to accommodate fast and unexpected technology. There needs to be a reinterpretation of the concept of moral rights in the context of digitalization," he said.
He also said that the renewal of the Copyright Law should be relevant to international standards and global best practices in copyright protection. Further legal considerations are also needed given the massive development of technology for the music industry.
Technology such as AI and deep learning raise new questions about the concept of moral rights in copyright. There needs to be clear guidelines regarding the distribution and integrity of the work that is produced or modified," he concluded.
