The State Is Called Potentially Loss Of IDR 1.2 T Every Month Due To Untargeted Electricity Subsidies

JAKARTA - Coordinator of the National Corruption Prevention Strategy (Stranas PK) Pahala Nainggolan said the state has the potential to lose up to trillions of rupiah per month due to electricity subsidies being not right on target. There is data that has been pocketed by his party.

"The estimated electricity subsidy is given to people who are not included in the category of poor with a value of approximately Rp. 1.2 trillion per month," said Pahala at the ACLC KPK Building, Rasuna Said, South Jakarta, Wednesday, November 13.

Pahala explained that the loss figure was based on the calculation of electricity subsidies of IDR 37 trillion for 24 million customers 450 VA and IDR 13.4 trillion for 9 million customers of 900 VA. So, they should get a subsidy of around IDR 121 thousand per month.

However, Stranas PK found that as many as 10,626,807 customers should not receive subsidies or mistargets. The details are 1,059,230 450 VA customers who were caught having more than one power line; 8,701,517 detected 450 VA customers were not integrated social welfare data (DTKS); and as many as 866,060 900 VA customers had more than one electricity channel and were not listed in DTKS.

This condition makes Stranas PK recommend optimizing the use of DTKS based on employment identification numbers (NIK) such as the scheme for receiving National Health Insurance (PBI JKN) contributions. Pahala also mentions electricity subsidies that have been in the form of commodity price subsidies as direct cash assistance to the poor.

"Changing the policy of subsidies for commodity prices into direct assistance in the form of cash transfers," said the Deputy for Prevention and Monitoring.

In addition, Pahala also said that Stranas PK also encouraged the review of the Minister of Energy and Mineral Resources Regulation Number 3 of 2024 concerning the Subsidy of Electricity Tariffs for Consumers of PT Perusahaan Listrik Negara (Persero). Mainly, the article that allows the automation of the transfer of non-subsidized 900VA customers to 900VA subsidies if identified on DTKS.

In harmonizing the Minister of Energy and Mineral Resources Regulation, Stranas PK has proposed that the transfer of customers not be carried out by means of automation. But there is a submission mechanism.

"Stranas PK also encourages the management of subsidized recipient data not to be managed by PLN but directly handled by the Ministry of Energy and Mineral Resources," Pahala concluded.
