Members Of The Legislative Council Of The House Of Representatives Discourse On KPU To Become A 2-year Adhoc Institutions
Member of the Legislation Body (Baleg) of the DPR RI Saleh Partaonan Daulay proposed that the General Elections Commission (KPU) only become an adhoc institution which was only held for two years to prepare and carry out the election.
According to him, proposals are needed so that the state can save the budget, especially when the KPU is not in the election years. Because, according to him, the stages of elections that are held simultaneously can be completed within two years.
"So we are thinking about thinking in the DPR, instead the KPU is only an adhoc institution, only for two years. Why should we spend most of our state money," Saleh said during a hearing between Baleg DPR RI and three institutions/organizations at the Parliament Complex, Jakarta, Thursday, October 31, which was confiscated by Antara.
He considered that so far the KPU had only carried out a number of technical guidance activities (bimtek) in the third, fourth, and fifth years, after the election. He also doubts about the technical activities.
"They just come to Jakarta, I know exactly. Soon the technical guidance will come to Jakarta, I don't know what it is," he said.
In addition, he also suggested that the District Election Committee (PPK), which had been an adhoc institution from the KPU during the election, be eliminated. In his opinion, he said, the "game" of the election occurred more at the PPK level.
That way, according to him, later the stage of recapitulation of votes at the PPK level will be eliminated and go directly to the KPU at the district/city level. However, he assessed that this must be considered further so that the district/city KPU will not be bothered.
"With the PPK, as soon as there is a level from here moving there, that's where there is a new meaning from holding the election. Sorry, friends who participated in the election already understand," he said.

Meanwhile, Saleh conveyed this when responding to the presentation delivered by the Voter Education Network for the People (JPPR) who wanted the national and local level elections not to be too far apart.
National JPPR Coordinator Rendy Umboh explained that the national level elections in question were choosing the President and Vice President, DPR RI, and DPD RI. Meanwhile, the local level elections chose Governors, Regents, Mayors, to Provincial DPRDs, Regency/City DPRDs.
In 2029, he also proposed that national-level elections be held in February, and local-level elections be held in May. Because if it is carried out far away even to an annual distance, it will collide with the aspect of state administration.
"The problem lies with the Provincial, Regency/City DPRD, can it be extended or not? According to the constitution, it is not allowed because our elections are held every five years," said Rendy.
