Legislative Council Of The House Of Representatives Calls The Bill On Restrictions On Kartal Money Not Included Prolegnas Proposal, But Still Has Opportunity

JAKARTA - Chairman of the Legislation Body (Baleg) of the DPR Bob Hasan said that the Draft Law (RUU) on Curtal Money Restrictions had not yet been submitted to the proposal for the National Legislation Program (Prolegnas) in the DPR.

However, according to him, the bill, which was discussed at Commission III of the DPR, still has the opportunity to be discussed in the preparation of the Prolegnas. The reason is, the process of drafting the National Legislation Program will continue until November 28, 2024.

"I haven't seen it in the composition of the prolegnas. (But) you see, we are programming it until the 28th (November) of the preparation of this prolegnas," said Bob, Wednesday, October 30.

The Gerindra legislator said Baleg was still absorbing input, especially from non-governmental organizations to stakeholders.

"So hopefully I myself will hold it as the chairman of the committee. Then I can answer later when it is discussed. Everything can only be answered, is there this (RUU), that's it," said Bob.

Bob Hasan also responded to the KPK's request for the DPR to discuss the Kartal Money Restriction Bill following the arrest of a Supreme Court judge worth Rp. 1 trillion. Bob emphasized that the nomenclature for the Bill on Limiting Currency and others is still in the discussion stage.

"That's why, earlier, if there was a limitation of cartal money or something, it would be nomenclatures in the composition included in the Prolegnas," he said.

Currently, he continued, Baleg has just absorbed the aspirations of stakeholders and will form a Prolegnas drafting Committee on November 1.

"That will be formed by the Panja. Everything has just been discussed, not in one year for 2025, or in the 2025-2029 (long term)," he added.

Previously, the Corruption Eradication Commission (KPK) asked the DPR to discuss restrictions on cash transactions or cash.

This request was conveyed by KPK spokesman Tessa Mahardika in response to the findings of Rp1 trillion in cash and gold at the house of a former Supreme Court (MA) official who is a suspect in alleged bribery in the handling of the case of Gregorius Ronald Tannur, Zarof Ricar or ZR.

He mentioned that the Bill on Limiting Kartal Money was as important as the Asset Confiscation Bill.

"KPK emphasizes the importance of discussing the Bill on Asset Confiscation and Limitation of Kartal Money so that it can be discussed by representatives of the people in the DPR," Tessa told reporters at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Tuesday, October 29.

"As we both know that apart from the Asset Confiscation Bill, we also encourage the Draft Law on Currency Restrictions in the DPR," he continued.

Even so, Tessa alluded to the Bill on Asset Confiscation and Currency Restrictions which has not yet become a priority for the DPR. Therefore, the KPK wants the incident that ensnared Zarof Ricar to be a trigger.

Because this law, especially the Asset Confiscation Bill, is needed by law enforcement officials. "KPK continues to hope and encourage the people's representatives in the DPR to understand and discuss the draft law," said the spokesman with the investigator's background.

"Which (of the law, ed) aims to be able to mitigate the risks as previously stated, including the discovery of bribes in the form of cash, both rupiah and foreign currency," explained Tessa.
