Former Deputy Chairperson Of The DPRD Dismantle Allegations Of Violation Of The Law Of The Regent Of Limapuluh Kota
Circulating viral videos of former Deputy Chairperson of the Limapuluh Kota Regency DPRD in West Sumatra (West Sumatra), Syamsul Mikar assessed the tilt of Safaruddin Datuak Bandaro Rajo's leadership while serving as Regent of Limapuluh Kota.
In the video, Mikar, who spoke at an event, said that the strategic policy of the Safaruddin Regent's era in 2023 was colored by a number of legal problems so that it was allegedly not designed in an accountable manner prone to fraud.
Mikar, who was confirmed in this regard, confirmed what he said in the video. He explained a number of his party's work programs in Golkar while leading Limapuluh Kota are problematic in its implementation.
"I have four terms, it has been 20 years that remains in the Budget Agency (Banggar), meaning that the initial APBD, changes, accountability reports for the implementation of the APBD are regional regulations, we will discuss it with the Regent. Only in 2023 that the discussion was not completed, not being a Regional Regulation (Regional Regulation), only a Perbup (Regulation of the Regent)," said Mikar in West Sumatra, Friday, October 4, 2024.
Mikar explained that one of the problems related to the Procurement of Kindergarten Uniforms for kindergarten children who entered elementary school and junior high school children continued their high school level at the Limapuluh Kota Regency Education and Culture Office with a nominal ceiling of Rp8.1 billion.
"Initially the Scholarship Package continued to change into a Clothing Package (uniform), the change was just a shift. It was submitted and approved by the regent. Changing the budget, adding a ceiling per member, per beneficiary," he said.
He said that the procurement of uniforms in the era of the Regent of Safaruddin was currently litigating and was handled by the District Attorney (Kejari) of Payakumbuh. The Prosecutor's Office has named three suspects and the case process is ongoing at the pretrial stage.
"That is a legal issue now. The contractor has been detained by three people. Only a follow-up from the prosecutor's office has not been transferred to the trial, the contractor submits a pretrial," he said.

Mikar then highlighted the construction of the irrigation dam in Kapur IX District in the era of the regent who was his party partner in Golkar. The dam has only been completed for three days, the construction has collapsed in the flood.
"Only three days of being used by the community has collapsed. It is indeed a flood, but it is clear that the river is that big that we are blocking. If we anticipate the flood strength will not collapse. If it is in accordance with the technicalities," he said.
He sees the discrepancy in the work on the irrigation dam construction project that poured out funds of around Rp600 million.
"It's not just us who think it's inappropriate, the members of the Banggar DPRD don't think it's appropriate. If it's according to everything, of course they will discuss it. Because we are planning together, together we will oversee the implementation time," said Mikar.
According to Mikar, what he highlighted in the era of the Regent of Safaruddin was not a personal opinion but a real condition from Limapuluh Kota Regency which he hoped would continue to advance in the economy and development is far from problematic.
"If the APBD is discussed together, it will continue to be implemented, we will monitor the timing of the implementation, appropriate or not. This shows activities that we don't know about, are not discussed with the DPRD, we continue to be held accountable, we agree it is difficult, right," said Mikar.
