Former Ministry Of Health Official Suspect Of Corruption Procurement Of COVID-19 PPE Detained By KPK

JAKARTA - The Corruption Eradication Commission (KPK) has detained a commitment-making official (PPK) at the Ministry of Health Budi Kalaya. He is in an orange dream because he is entangled in allegations of corruption in the procurement of COVID-19 personal protective equipment (PPE) using ready-to-use funds from the National Disaster Management Agency (BNPB).

"KPK then detained suspect BS at the KPK branch detention center ACLC building," said Asep Guntur Rahayu, Director of KPK Investigation at a press conference at the KPK's Merah Putih building, Kuningan Persada, South Jakarta.

The KPK also detained the President Director of PT Energi Kita Indonesia, Satrio Wibowo in this case. Detention is carried out for the first 20 days starting October 22.

Asep said this case began in March 2020. At that time, the President Director of PT Yonsin Jaya, Shin Dong Keun, represented PPE producers appointing PT Permana Putra Mandiri as the official PPE distributor for two years.

In addition, the signing of the agreement contract was only carried out on March 22.

"Brother SDK (Shin Dong Keun) and Brother SW (Satrio Wibowo) as the president director of PT EKI (Energy Kita Indonesia) signed an agreement contract as an authorized PPE seller of 500 thousand sets with a value depending on the dollar exchange rate when ordering," explained Asep.

After this signing, PT Permana Putra Mandiri and PT Energi Kita Mandiri worked together to distribute PPE, with a margin of 18.5 percent given to PT Permana Putra Mandiri.

Meanwhile, Harmensyah as the full user power of the budget, which is a BNPB Sestama, negotiated with Satrio Wibowo in a meeting.

These negotiations, continued Asep, were carried out so that the PPE price could be lowered by 10 US dollars from 60 US dollars to 50 US dollars.

The offer, called the KPK, did not refer to the previous PPE price, which was Rp. 370 thousand per set.

Still in the same meeting, PT Permana Putra Mandiri will also collect payments for 170 thousand PPE sets distributed by the TNI at a price of 50 US dollars or around IDR 700 thousand.

After agreeing to the meeting, PT Energi Kita Indonesia and PT Yonsin Jaya ordered 500 thousand PPE sets by handing over a giro of IDR 113 billion dated March 30, 2020. In fact, the handover was held on March 25, 2020.

In addition, customs documents and other documents deliberately use PT Permana Putra Mandiri data. The reason is that PT Energi Kita Indonesia does not have a distribution permit for medical devices, does not have a warehouse, and does not have a PKP.

"On March 27, 2020, Brother SW contacted the head of BNPB at that time, including for immediate payment of 170 thousand PPE taken by the TNI and asked to be given a SPK from BNPB to comply with raw material security from Korea," he explained.

Upon this request, the first payment of Rp. 10 billion was made on March 27, 2020 from the treasurer of BNPB to the BNI account of PT PPM. In fact, at that time there was no contract or order letter.

Meanwhile, the second payment of Rp109 billion was made on March 28, 2020 from the PPK Puskris of the Ministry of Health to the BNI account of PT PPM.

"On the other hand, Brother HM has just appointed Brother BS (BUDI SYLVANA) as the Commitment Making Officer (PPK) for the procurement of PPE at the Ministry of Health on March 28, 2020. Meanwhile, the appointment decree was made on March 27, 2020," he said.

Next, the KPK also revealed that the meeting also issued an PPE order letter from the Ministry of Health to PT Permana Putra Mandiri totaling 5 million sets with a unit price of 48.4 US dollars signed by Satrio Wibowo. Asep said, the letter did not have job specifications, work implementation time, payment, and the rights and obligations of the parties in detail.

Asep also said that the order letter was addressed to PT Permana Putra Mandiri but PT Energi Kita Indonesia also signed the letter.

As a result of his actions, the KPK ensnared the suspects under Article 2 paragraph (1) or Article 3 of the Anti-Corruption Law in conjunction with Article 55 paragraph (1) 1 of the Criminal Code. This is because they have made the state lose hundreds of billions.

"Due to this procurement, the BPKP audit stated that it had resulted in state financial losses of Rp. 319 billion," concluded Asep.
