Residents Complain About Business Places In Settlement Areas, DPRD Urges Government To Selectively Issue Permits
JAKARTA - Chairman of the DKI Jakarta DPRD, Prasetyo Edi Marsudi, admitted that his party often received complaints from residents regarding the existence of food and beverage businesses built in residential areas.
Some of the complaints came from residents living in the Tulodong area, Widya Chandra, Kemang to Melawai. Residents complained about the place of business which often interferes with the traffic of their residential areas.
Because it is not uncommon for roads, sidewalks, and the front areas of residents' houses to be used as customer parking lots. When protested, the manager of the place of business claimed that they had obtained an online single submission (OSS) permit to run a business.
"Residents protest here, but the mayor can't say anything because there is an OSS that refers to Law Number 11 of 2020 concerning Job Creation," Prasetyo told reporters, Thursday, June 20.
The OSS issued by the Ministry of Investment/Investment Coordinating Agency (BKPM) is an electronically integrated business licensing system. OSS is used with the aim of cutting time and bureaucracy in the business licensing process.
However, according to Prasetyo, unfortunately the central government in issuing OSS did not pay close attention to the zoning designation set by the local government. As a result, residents who live around businesses in residential areas are often disturbed.
"They should coordinate with the local government with the rules. The reference for issuing the permit, he doesn't see demographics in his area that this is not for the business. Just hit by this OSS rule," said Prasetyo.

"We are not inhibiting investment, but if all investments enter the territory throughout Indonesia are left like this, in the end, what happens is noisy like this," he continued.
From this condition, Prasetyo asked the local government and the central government to coordinate with each other before issuing a business license so as not to hit local regulations.
"At least he told me that if he entered there, he had to have an RT-RW permit. If he dared to make an OSS policy, he had to dare to go to the field, don't let him see it from the clouds," he added.
