SOE Transformation After Fixing Systems And Human Resources

JAKARTA - President Commissioner of PT Bank Tabungan Negara Tbk (BBTN) Chandra Hamzah said the Ministry of State-Owned Enterprises (BUMN) under the leadership of Erick Thohir as minister has made many significant changes in the last four years. Currently, SOEs are very focused on improving the system and human resources (HR).

One of the most significant system improvements is the existence of the Ministerial Regulation (permen) of BUMN number 2 of 2023 related to improving SOE governance. In this candy, every SOE must make risk identification, risk mitigation, and increase monitoring as a form of strengthening company risk management.

"I think this is very good, which so far has never existed. The initial idea was to follow good practices that have been carried out in banks, this is very good because there are many risks in SOEs, ranging from operational to legal risks," said Chandra Friday, June 14.

Meanwhile, in terms of human resources, Chandra conveyed that the Ministry of SOEs made a breakthrough by increasing the ability of the board of commissioners. Now they are required to receive training for 20 hours per year to improve technical capabilities.

"I also provide training several times because there are also many commissioners who may not have a legal background, business, or accounting," he said.

With this formula, the board of commissioners can increase its role in overseeing the duties of the board of directors. Thus, the performance of SOEs can be expected to be better.

"There are two things that need to be addressed. System and people. The system is bad, the people are good, it's not bad. The system is good, the people are bad, please help a little, but if the system and people are bad, wallahu a'lam bishawab. In the candy, the system and people have to go hand in hand," continued Chandra.

The former Commissioner of the Corruption Eradication Commission (KPK) said that the disclosure of a number of cases that befell SOEs in the last few days has shown that something is wrong with the system and people in the past. Chandra assesses that this old problem will become a time bomb that can explode at any time.

"Some of yesterday's rioting events happened before 2019-2020, but it's only exploded now. That's due to the weaknesses of people and systems. If people and their systems are fixed, those who are corrupt and thieves are arrested, that's fine," he continued.

Chandra conveyed that the improvement of the system and people that Erick has done since 2019 has actually brought fresh air to SOEs. This can be seen from the performance of SOEs as well as their contribution to the country and society which continues to increase every year.

In addition, Erick's election of the right person is considered to be able to encourage the performance and dividend of SOEs to the state. Chandra believes that this positive achievement will be better with the implementation of system improvement through BUMN candy number 2 of 2023 related to the establishment of SOE governance.

"The increase in dividends because Mr. Erick, who has just finished 2019, has improved the selection of competent people. If the (improvement) system has only been running for a year.
