BPJS Health Asks Hospitals Not To Reduce Bed Access To Meet KRIS

JAKARTA - President Director (Director) of BPJS Kesehatan Ghufron Mukti appealed to hospital managers (RS) not to reduce the number of patient care beds in an effort to meet the standard Inpatient Class (KRIS) criteria.

The statement was made by Ghufron in response to the issuance of Presidential Regulation (Perpres) Number 59 of 2024 concerning Health Insurance which regulates the criteria for KRIS.

"My message should not be reduced by reducing the number of beds. Maintain the number of beds and fulfill the requirements with 12 criteria," said Ghufron, confirmed in Jakarta, Monday, May 13, as quoted by Antara.

Article 46A The Presidential Regulation requires the criteria for treatment facilities and inpatient services for KRIS covering the components of the buildings used not to have a high level of porosity, air ventilation, room lighting, completeness of beds, including room temperature.

In addition, service facility providers also need to share treatment rooms based on the gender of patients, children or adults, as well as infection or non-infection.

Other criteria are mandatory for service providers to consider hospitalization densities and quality of beds, provision of curtains or inter-bed partitions, inpatient bathrooms that meet accessibility standards, and provide oxygen outlets.

As is known, the number of beds in the class III patient service room of BPJS Kesehatan generally amounts to six to 10 beds per room.

The reduction in treatment bed rations, said Ghufron, can have implications for queues of patients in accessing inpatient services.

Ghufron said that President Jokowi's Presidential Decree on May 8, 2024 also regulates the rights of National Health Insurance (JKN) participants to improve higher care, including executive outpatient care.

Article 51 states that the provision for upgrading treatment classes is carried out by following additional health insurance or paying the difference between costs guaranteed by BPJS Kesehatan at the expense that must be paid due to service improvement.

The difference between costs guaranteed by BPJS Kesehatan with service costs can be paid by the participants concerned, employers, or additional health insurance.

"Yes, of course, the Presidential Decree on Health Insurance is good, not only regulating patients can be upgraded to class, but also to improve quality with the standard inpatient room class to meet 12 criteria," he said.

In accordance with Article 103B of the Presidential Decree, it is stated that the overall application of the KRIS to hospitals in collaboration with BPJS Kesehatan will be implemented no later than June 30, 2025.

During this period, hospitals can hold part or all hospitalization services based on KRIS according to the hospital's capabilities.

"Now it's just a trial, if there are many who feel ready," he said when asked about the number of hospitals willing to implement the KRIS.
