Yusril Says Prabowo Can Add Ministry Through Perppu

JAKARTA - A constitutional law expert, Yusril Ihza Mahendra responded to the discourse of the elected president Prabowo Subianto who wanted to add the Ministry's nomenclature to 40.

He said Prabowo could add ministries through the revision of the State Ministry Law or issue a Government Regulation in Lieu of Law (Perppu).

"It can be added, but with amendments to the State Ministry Law," said Yusril in his statement, Wednesday, May 8. Yusril explained that Prabowo could issue a Perppu after being inaugurated as president if the addition of the ministerial nomenclature was not through the revision of the State Ministry Law by the DPR.

"It can be done by President Jokowi and the DPR now. It could also be after Prabowo was sworn in by issuing a Perppu," explained Yusril.

It is known that the nomenclature of ministries in the Jokowi-Ma'ruf cabinet is currently 34. Namely, four coordinating ministers alias Coordinating Minister and 30 field ministers. The nomenclature of this ministry is regulated in Law number 39 of 2008 concerning the Ministry of State.

The General Chairperson of the United Nations said that his party would support Prabowo's policy regarding the addition of the Ministry's nomenclature to 40. Yusril gave an example of one of the ministries that needs to be broken down because it is considered fatness, namely the Ministry of Education and Culture.

"It could be. The Ministry of Education (Kemendikbudristek) now is good to return it to its original state, too fat and complicated," he said. Previously, Gerindra Party Deputy Chair Habiburokhman considered it natural for the number of ministries to be increased. Because according to him, Indonesia is a big country so it needs help from many parties.

"In the context of a large number of countries, it means big, for me it's a good country, our country is a big country. Our challenges are big, our targets are big," said Habiburokhman when met at the Senayan Parliament Complex, Jakarta, Monday, May 6.

Habiburokhman assessed that the increasing number of ministries is actually good for government and public services because Indonesia has a target as well as a big challenge to achieve.

"It's natural that we need to gather a lot of people, gather in the government so that it becomes big," he added.
