Ministry Of Home Affairs Summons Acting Governor Regarding Dualism Of The North Maluku Provincial Secretary

JAKARTA - The Ministry of Home Affairs summoned the Acting Governor of North Maluku (Malut) Al Yasin Ali and a number of officials within the North Maluku Provincial Government regarding the dualism of the position of Secretary of the North Maluku Province (Sekprov).

"To deal with the dualism issue of the position of the North Maluku Provincial Secretary, two parties have received a letter through the Inspector General (Irjen) of the Ministry of Trade to convey clarification and various problems within the North Maluku Provincial Government," said Head of the North Maluku Provincial Government Administration Bureau, Rahwan K Suambadi Ternate, as reported by ANTARA, Wednesday, April 3.

He said that the letter signed by the Inspector General of the Ministry of Home Affairs Tomsi Tahir dated April 2, 2024, issued two letters numbered 700.1.2.4/782/II regarding the clarification of public complaints aimed at the North Maluku Provincial Secretary Samsuddin A Kadir which was deactivated by the Acting Governor of North Maluku Al Yasin Ali along with the inactive OPD leadership, namely the Head of Inspectorate Nirwan MT Ali, Head of BPKAD Ahmad Purbaya and Head of Bappeda Sarmin S Adam.

Meanwhile, the second letter numbered 700.1.2.4/783/II was addressed to the Acting Governor of North Maluku Al Yasin Ali, Acting Secretary of the North Maluku Provincial Government Salmin Janidi, Assistant I of the Regional Secretariat of the North Maluku Provincial Government Kadri Laetje, Acting Head of BPKAD Fitriawati Abdul Muthalib, Acting Head of Bappeda Yasin Hayatuddin, Director of Djubaeda Drakel Hospital, Acting Head of BKD Idwan Asbur.

According to Rahwan, the letter sent to the North Maluku Provincial Government has been received and is waiting for confirmation from the Acting Governor of North Maluku Al Yasin Ali whether to comply with the Ministry of Home Affairs' invitation or not, because it is in accordance with the clarification agenda at the Ministry of Home Affairs on April 4, 2024.

As is known, previously the Acting Governor of North Maluku Al Yasin Ali stated that the deactivation of the Secretary of the Malut Samsuddin A Kadir was because the Regional Government Budget Team (TAPD) was considered to have failed to accelerate the discussion of the 2024 APBD.

"The 2024 APBD discussion has not been completed because the Provincial Secretary and a number of other OPD (regional apparatus organizations) leaders are focused on undergoing examination and testimony in the case of the inactive OTT Governor Abdul Gani Kasuba at the Ternate Corruption Court," said Al Yasin Ali.

In addition, said Yasin, the reason for replacing the position of the North Maluku Provincial Secretary Samsuddin A Kadir and giving the mandate to the Head of the North Maluku Education and Culture Office, Salmin Janidi as Acting Secretary of the North Maluku Provincial Secretary so as not to disturb the wheels of government and services to the community.

He explained that due to the incomplete discussion of the APBD and input from the Ministry of Home Affairs and the State Civil Apparatus Commission (KASN), it was an important point to be used as an excuse to change the position of the North Maluku Provincial Secretary.

"Of course, the position of the North Maluku Provincial Secretary held by Samsuddin A Kadir will be returned if the inactive Governor of North Maluku Abdul Gani Kasuba is not proven to be involved in the case," he said.

Meanwhile, the inactive North Maluku Provincial Secretary, Samsuddin Abdul Kadir, was contacted separately, stating that the letter issued by the Acting Governor of North Maluku M Al Yasin Ali did not have the authority to cancel his Presidential Decree (Keppres) as the North Maluku Provincial Secretary.

"I was appointed through the Presidential Decree which was signed by President Joko Widodo and replaced by Acting Salmin Janidi as Acting Secretary of the North Maluku Provincial Secretary through the Acting Governor of North Maluku's Letter, of course this is improcedural," he said.
