Working Meeting With Commission II Of The DPR, The Government Asks For 27 District/City Bills Not To Be Expanded
JAKARTA - Deputy Minister of Home Affairs (Wamendagri) John Wempi Wetipo said the Government requested that discussions of 27 Regency/City Draft Laws (RUU) be not expanded apart from coverage related to changes in legal basis, regional planning, and regional characteristics.
"The government in principle asks not to expand the discussion of these 27 Draft Laws outside of changes in the legal basis, regional arrangements, and regional characteristics," said John Wempi while attending a working meeting (raker) of Commission II of the DPR with the Government and DPD RI at the Parliament Complex, Senayan, Jakarta, Monday, April 1, which was confiscated by Antara.
He said, in principle, the Government respects and appreciates the initiative of the DPR RI and agrees to discuss 27 Regency/City Bills with a limited note on discussions covering a legal basis that is still based on the 1950 Provisional Constitution.
Then, the regional arrangement consists of the scope of the regency/city area.
Then, regional characteristics consisting of regional/geographic characteristics, potential natural resources, ethnicity, and culture.
Including, he continued, not discussing issues of authority and others because it has the potential to conflict with a number of other laws.
Among them, the Job Creation Act, the Central and Regional Financial Relations Act, the Mineral and Coal Mining Law, or other laws that will talk about profit-sharing funds (DBH), general allocation funds (DAU), and human resources (HR).
"And it can open up the emergence of other issues that take time to drag on to solve them, such as regional boundaries," he said.

For this reason, Wempi said that in principle the Government agreed to continue the discussion of the 27 Regency/City Bills proposed by the DPR RI, the substance was the same as the 20 laws on Provinces that had been promulgated earlier.
In addition to Wempi who was present to replace Minister of Home Affairs Tito Karnavian, the meeting was also attended by Deputy Chairman of Committee I DPD RI Filep Wamafma representing elements of the DPD RI, as well as representatives of the Minister of Finance, Minister of National Development Planning/Head of Bappenas, and Minister of Law and Human Rights.
The 27 bills regarding regencies/cities proposed by Commission II of the DPR consist of areas in Aceh Province, namely Banda Aceh, Aceh Besar District, Pidie Regency, Central Aceh Regency, East Aceh Regency, North Aceh Regency, West Aceh Regency, and South Aceh Regency.
Then in the North Sumatra Province, namely Binjai, Karo Regency, Langkat Regency, Medan, Tebing Tinggi, Deli Serdang Regency, Tanjung Balai City, Asahan Regency, Labuhan Batu Regency, North Tapanuli Regency, Central Tapanuli Regency, South Tapanuli Regency, Pematang Siantar, Simalungun Regency, Sibolga, and Nias Regency.
Then in Bangka Belitung Province there are three regencies/cities, namely Pangkalpinang, Bangka Regency, and Belitung Regency.
