Considered Still Guided To The 1950 Temporary Constitution, Commission II Of The House Of Representatives Forms Of Panja Bahas 27 Regency/City Bills
JAKARTA - Commission II of the DPR RI agreed to form a working committee (Panja) for the discussion of 27 Draft Laws (RUU) on Regencies/Cities.
"I would like to ask all of us, especially the leadership and members of the commission to carry out and continue with the formation of a discussion committee?" said Chairman of Commission II of the Indonesian House of Representatives Ahmad Doli Kurnia while chairing a working meeting (raker) of Commission II of the House of Representatives together with the Government and DPD RI at the Parliament Complex, Senayan, Jakarta, Monday 1 April, in an agreement. The question was then answered in agreement by all working meeting participants. The formation of the Working Meeting on 27 Regency/City Bills was agreed upon after Deputy Minister of Home Affairs (Wamendagri) John Wempi Wetipo represented the Government, as well as Deputy Chairman of Committee I DPD RI Filep Wamafma submitted a list of problem inventory (DIM) related to the bill. Doli said that the process of discussing 27 Regency/City Bills would be carried out during the next session of the DPR RI. "Later we will then determine the agenda for the discussion that we may be carried out during the next session," he said.
When giving an explanation at the beginning, Deputy Chairman of Commission II of the DPR RI, Junimart Girsang, explained the urgency of the formation of 27 Regency/City Bills because the legal basis for the formation of most provinces and regencies/cities was made during the Government of the Republic of Indonesia and was still based on the Basic Law. In addition, he said, Commission II of the DPR views that each region has different conditions and characteristics, as well as it has its own uniqueness that must be highlighted in order to be managed properly in accordance with regional autonomy principles. "Therefore, the legal basis for the formation of provinces and regencies/cities that are still guided by the Basic Law Meanwhile in 1950 needs to be adjusted to the dynamics of legislation that has developed since the reform era," he said.

He explained that the 27 regencies/cities are the first terms out of 10 terms covering 254 regencies/cities in Indonesia which are planned to be adjusted in relation to their legal basis until the end of September 2024. The 27 bills on regencies/cities proposed by Commission II of the DPR consist of areas in Aceh Province, namely Banda Aceh, Aceh Besar Regency, Pidie Regency, Central Aceh Regency, East Aceh Regency, North Aceh Regency, West Aceh Regency, and South Aceh Regency. Then in the North Sumatra Province area namely Binjai, Karo Regency, Langkat Regency, Medan, Tebing Tinggi, Deli Serdang Regency, Tanjung Balai City, Asahan Regency, Labuhan Batu Regency, North Tapanuli Regency, Central Tapanuli Regency, South Tapanuli Regency, Siantar Regency, Simalunggun Regency, Sibolga, and Nias Regency. Then in Bangka Belitung Province there are three districts/cities, namely Pangkalpinang, Bangka Regency, and Belitung Regency. Previously on August 29, 2023, the 4th DPR Plenary Meeting for Session Year I Session Year 2023-2024 has approved 27 bills on Regencies/Cities proposed by Commission II DPR to become a DPR proposal bill.
