Lebaran Homecoming, AKAP Bus Pasang Klakson Telolet Basuri Confirmed Not Passing Ramp Check
JAKARTA - Pulogadung Motor Vehicle Testing Service Unit (UP PKB) will not pass intercity and inter-provincial (AKAP) buses that still use telolet horns in safety inspections or "ramp check" of Lebaran 1445 Hijri transportation.
"The Lebaran transportation AKAP bus, which still has a telolet horn, will certainly not pass the ramp check. This is in accordance with instructions from the Director General of Land Transportation of the Indonesian Ministry of Transportation, which prohibits the installation of telolet horns because it is considered dangerous for safety," said Head of the Pulogadung Motor Vehicle Testing Service Unit (UP PKB), Edi Sufaat during a "ramp check" at Kampung Rambutan Terminal, East Jakarta, reported by ANTARA, Wednesday, March 27.
According to Edi, ahead of the Lebaran homecoming flow, his party has started to conduct inspections of Eid transport buses at the Kampung Rambutan Bus Terminal, namely through pre-"ramp check" activities that have been carried out from March 12 to March 31, 2024.
The implementation of the "ramp check" itself will start on D-7 to D+7 Eid al-Fitr 1445 H.
Edi emphasized that the Director General of Land Transportation has provided circulars to all levels of the Transportation Service in Indonesia, including in DKI, to pay more attention to and check the use of additional components such as telolet horns on every public transport, when conducting periodic testing.
In addition, the police will take action against bus operators who violate these provisions so that recurring incidents do not occur.
This refers to Law No. 22/2009 on Road Traffic and Transportation Article 58 that every driver is prohibited from installing equipment that interferes with traffic safety and security.
Then, PP 55/2012 concerning vehicles, article 69, that the threshold for car horns is in the range of 83-118. Meanwhile, telolet horns are confirmed to exceed this threshold.
So far, when the pre-ramp check was carried out, said Edi, his party has not found any AKAP buses that have honked the telolet. Likewise, during periodic testing at the UP PKB Pulogadung office, where there was no AKAP bus using a telolet horn.
Meanwhile, Kasatpel PKB PKB Infrastructure Pulogadung Agus Sugiarto added that the AKAP bus inspection during the pre-ramp check was carried out to ensure that the entire Eid transportation fleet at the Kampung Rambutan Bus Terminal was walking.
Thus, it is hoped that when it starts operating on the flow of homecoming, there will be no fleet that is not like a function.

However, from the results of this examination, it was found that many fleets were not roadworthy.
"Because the tester is BKO at the Kampung Rambutan Terminal, therefore if someone is not good, it will be reported to the terminal. The recommendation is of course so that the bus does not depart with passengers and the repair process," said Agus.
From the results of random inspections at a number of terminals, 22 fleets were examined and declared not to be operating.
"The average factor of inequality, among others, is that there is a cracked main glass, the handbrake is not functioning properly, the main light goes off. Then the light goes off, thewiper doesn't exist, the tires are parried / damaged, the brake light goes out," he explained.
Another factor is the absence of the availability of light fire extinguishers (APAR) on the bus. Then there is no or lack of glass breaking equipment, the main light wave bursts.
In addition, vehicle test certificates (STUK) have expired and emergency doors are blocked by additional seats.
