Dadap Beach Sea Embankment Project Allegedly For Private Companies, KPUPR Opens Voice

The Ministry of Public Works and Public Housing (PUPR) has built a 1,664 meter long embankment on Dadap Beach which is included in the National Capital Integrated Coastal Development (NCICD) project as an effort to overcome tidal flooding in coastal areas.

The construction of the NCICD phase A Program synergizes between the Ministry of Public Works and Public Housing of the Republic of Indonesia (PUPR) together with the DKI Jakarta Provincial Government. The construction of the coastal embankment is expected to be completed by 2025.

NCICD's work between the DKI Jakarta Provincial Government and the PUPR Ministry. It is known, the work of the DKI Provincial Government consists of 4 clusters. Among them, Muara Angke, Mutiara Beach, West Ancol and the Blencong River cluster. Meanwhile, parts of the PUPR Ministry, are Kamal-Dadap Beach, Cengkareng Drain, Muara Baru, Ancol Hilir, and Kalibaru.

The concept of flood control on the coast of Jakarta Bay is carried out by building infrastructure in the form of coastal embankments and river estuaries, a polder system and environmental drainage arrangement. Coastal lines and river estuaries are critical on the coast of Jakarta Bay based on the 2016 NCICD Design Details and a review of 46.2 km.

The Ministry of PUPR until 2023 has worked on 8.2 km long embankments on Muara Baru Beach, Kali Baru Beach, Kamal Muara Beach, Ancol River, Cakung Drain, Cengkareng Drain, and Kali Dadap. In addition, it also builds three units of retention ponds in Cilincing.

In 2024, the Ministry of PUPR will work on coastal embankments and river estuaries along the 1.6 km and one retention pond at Kamal Muara Beach - Dadap and at Muara Sungai Dadap.

Based on observations at the location of the sea embankment construction on Dadap Beach, Tangerang Regency, Banten, on Sunday, February 25, 2024. It was seen that several heavy equipment were working on the embankment project. It is known, based on the project map plan received by journalists, such as the indirect construction of the embankment, and there is also a plot of land allegedly intended for the entrance of VVIP, one of the shipbuilding companies.

Responding to this, Spokesperson for the Ministry of Public Works and Public Housing (PUPR), Endra S Atmawidjaja, denied that the sea embankment project on Dadap Beach, Tangerang Regency, Banten, was suspected of playing with one of the companies for the entrance to the VVIP port.

"It is not true that the coastal embankment was built for the benefit of certain groups (private sectors), such as shipports or marinas," said Endra when confirmed by VOI, Thursday (29/2/2024).

Endra said that the construction of the Dadap Beach embankment aims to protect Jakarta residents from the risk of flooding.

"Including to hold tidal waves or sea level rise that enter low lands due to land subsidence," he said.

He added that the Ministry of PUPR will complete the 1 kilometer (km) long coastal embankment in 2024. "This year we have completed the last 1 km of the target of 11 km which is the central obligation," he added.

Director General of Water Resources of the Ministry of PUPR Bob Arthur Lombgia said the construction of coastal embankments and river estuaries had been carried out strategically since 2020.

It is known that the person in charge of the project is divided into two, namely by the central government through the Ministry of PUPR and the Provincial Government (Pemprov) of DKI Jakarta.

"For 2024, the Ministry of PUPR is working on 1,664 meters (shore embankments) and one retention pond unit at Kamal Muara Dadap Beach and Muara Sungai Kali Dadap River, which is 1.6 km. This is the completion of the agreement we have made with the DKI Jakarta Provincial Government for the construction of this coastal embankment," said Bob at the National Seminar Giant Sea Wall in Central Jakarta, Wednesday, January 10.

Bob said, overall the total length of the coastline and river estuary as well as the coast of Jakarta reached 120 km. Of these, based on the details of the 2016 NCICD design, the length of the coastline and the critical mouth of the river is 46.2 km.

"The review is 38 km long and in 2014-2019 the construction of coastal embankments and river estuaries has been carried out by the central government, provincial governments and private parties along 13 km, so that there are coastlines and river estuaries which are still said to be critical along 25 km," he said.
