Ministry Of Religion-The Ministry Of Home Affairs Harmonizes KUA Rules For All Religions
JAKARTA - The Ministry of Religion (Kemenag) together with the Ministry of Home Affairs immediately harmonizes regulatory arrangements regarding the proposal of the Office of Religious Affairs (KUA) for all religions.
"We will immediately communicate with the Ministry of Home Affairs which has been carrying out marriage civil registration for non-Islam," said Director General of Islamic Community Guidance at the Ministry of Religion Kamaruddin Amin in Jakarta, Wednesday.
So far, the registration of marriages for Muslims is under the authority of the KUA of the Directorate General of Islamic Guidance. Meanwhile, non-Islam is in the civil registration office.
According to Kamaruddin, after coordinating with the Ministry of Home Affairs, there will be options, staying under the Islamic Guidance or being separated into new technicalities.
"But for the time being it is under the Islamic Community Guidance. Actually it can also be under the Islamic Community Guidance but its services for all religions can also be done," he said.
Deputy Minister of Religion Saiful Rahmat Dasuki said the KUA proposal for all religions means that the Ministry of Religion is the ministry of all religions.
He wants to encourage KUA as a place that is close to the people without exception to any people.
"It will feel like it is part of the Ministry of Religion. And we will always encourage services," he said.
Meanwhile, UIN Professor Syarif Hidayatullah Jakarta, Ahmad Tholabi Kharlie, provided a number of notes that must be met by the Ministry of Religion when he was going to make the KUA for all religions.
Tholabi said the proposal must first be consolidated through various aspects, both by regulation, organization, and human resource capacity (HR).
According to him, these various aspects are important to consolidate to ensure that the plan can run well.
"To realize this idea, of course, a number of aspects such as regulations, organizations, and human resources must be resolved first," said Tholabi.
The Deputy Chancellor for Academic Affairs of UIN Jakarta said that in terms of regulations explicitly and implicitly, the listing of marriages in two clusters, namely marriage registration for Muslims and marriage recording for non-Muslims.

Regarding this regulation, said Tholabi, it requires energy that is not light. There are a number of regulations relating to marriage, such as Law Number 32 of 1954 concerning Stipulation of Law Number 22 Taun 1946 concerning Marriage, Legal, and Referral Registration.
Then, Law Number 23 of 2006 concerning Population Administration, PP Number 9 of 1975 concerning the Implementation of Law Number 1 of 1974 concerning Marriage.
Then, Regulation of the Minister of Religion Number 20 of 2019 concerning Marriage Registration, and PMA Number 34 of 2016 concerning Organizations and Work Procedures of Religious Affairs Offices (KUA).
Tholabi reminded that it will have an impact on relations with other ministries and institutions such as in terms of coordination and harmonization, both in terms of regulation and the transfer of workloads between agencies.
"So it is not just a matter of regulation, but must make an equalization of perceptions between ministries and technical implementers in the field," said Tholabi.
