Jambi Prosecutor's Office Names 3 Corruption Suspects For TOEFL Test Scholarships

JAMBI - The Jambi District Attorney's Office (Kejari) named three suspects in the scholarship corruption case at the Jambi Province Education Office (Disdik) in 2018 which cost the state Rp3 billion.

"The three suspects are Ilhamsyah, always Director of CV Syah Nusantara, Amri Daimun as an ASN person within the Jambi Provincial Government and Abdul Mukti as an ASN person within the Jambi Provincial Government where the three suspects have been detained at the Jambi Class II A Prison," said Jambi Attorney General's Office Head Lexy Fatharani as reported by ANTARA, Friday, February 23.

The three suspects were appointed to provide scholarships worth Rp6.9 billion at a unit price of Rp2.5 million to 2,760 high school/vocational high school students throughout Jambi Province, but investigators found that these three suspects did not distribute all the scholarship money to students.

"From the information and investigations carried out, there has been a state financial loss of approximately Rp. 3 billion," he said.

In this case, the details of scholarship costs are only made according to the value in the Budget Implementation Document (DPA) of the Education Office, namely scholarships are given Rp. 2.5 million per student where it is known that scholarships are not distributed in the form of cash, but the financing of English tests (TOEFL / Tes of English as Foreign Language) for high school students and competency certification for vocational students.

The TOEFL scholarship is budgeted for 2,600 students, while competency certification is only 160 students so that not only without HPS, in this case it is clear with the direct appointment of CV Syah Nusantara Group (SNG) as the executor of the activity.

In the regulation of the Government Goods/Services Procurement Policy Institute (LKPP) No. 8 of 2018, scholarship self-management activities can only be carried out by ministries/agencies/regions whose duties and functions are in accordance with these jobs, or universities, or public service agencies (BLU).

Meanwhile, CV SNG is a service provider, not authorized to carry out TOEFL or certify the competence of vocational students. The information obtained from this direct appointment was carried out because of the closeness of one of the officials at the Education Office with CV SNG.

CV SNG, led by an entrepreneur named Ilham, is a subscription to agencies within the Jambi Provincial Government to hold major activities.
