YLKI Calls Revision Of Roof PLTS Rules Win-win Solution

JAKARTA - The government's approval regarding the revision of regulations related to the use of rooftop Solar Power Plants (PLTS) is considered a policy that won-win solutions to the state and society.

"This is a win-win solution for all. The state is not burdened, and people who want to generate electricity sourced from new renewable energy can continue to install roof PLTS," said Chairman of the Indonesian Consumers Foundation (YLKI) Tulus Abadi quoting Antara.

According to him, the steps taken by the government are very realistic for the country's electricity system.

"The government's decision regarding Roof PLTS is a realistic policy given the current empirical condition of the electricity sector," he said.

In the previous regulation, he added, it was stated that the owner of the Rooftop PLTS could sell the excess electricity supply produced. Through this revised regulation, the scheme does not exist because the electricity export-import rules are abolished.

"Indeed, the aspect of buying and selling energy (import exports) at the Roof PLTS is the expected clause, for roof and consumer PLTS business actors. However, the policy is not very close to the current situation," he said.

However, he explained, the electric capacity generated by the roof of the PLTS should be adjusted to the needs of the consumer itself.

With the revision to the Minister of Energy and Mineral Resources Regulation No. 26/2021, he explained, this step is considered the right starting point to protect the interests of the state in maintaining energy sovereignty.

According to him, the use of Rooftop PLTS is more appropriate to apply to areas that are still short of electricity. I suggest that the roof PLTS's masification can be carried out in areas that are currently non-oversupply.

In addition to the revision of the Rooftop PLTS Regulation, Tulus also has attention to the power steering scheme which is discussed to be included in the Draft Law on New Energy and Renewable Energy (RUU EBET).

According to him, the implementation of this scheme can also be a burden for both the community and the government if implemented. Especially for determining electricity rates. In addition, it is also necessary to consider the reliability of electricity supply for consumers from EBT generators who have intermittent nature.
