Honoror Workers Who Don't Pass CASN Selection Can Be Appointed As Part-Time PPPK

JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Azwar Anas admitted that he was preparing a mechanism for the appointment of non-ASN or honorary employees to become government employee ASN with a work agreement (PPPK) in part.

Furthermore, Azwar said that in accordance with Law (UU) Number 22 of 2023 concerning ASN, there will be no more government employees with honorary status. Therefore, he continued, the arrangement must be carried out no later than December 2024.

"Therefore, non-ASN employees who have participated in the 2024 CASN selection, but have not been able to pass to meet formation vacancies will prepare a special mechanism by being appointed as a part-time PPPK," he said in a hearing with Commission II of the DPR RI, Wednesday, January 17.

For non-ASN employees who have passed the CASN selection and filled formation vacancies, continued Azwar, they can be appointed as PPPK ASNs for full time. This means that they work according to the working hours of government agencies, and ASN employee hours which are regulated in statutory regulations.

"Devisions regarding the selection mechanism and appointment of part-time PPPK will be regulated in further terms of ministerial regulations," he explained.

For your information, the 2024 State Civil Apparatus Candidates (CASN) are opened for 2.3 million formations. The details are 690,000 for ASN and 1.6 million for PPPK.

"So this is the largest formation for the last 10 years. The policy direction for fulfilling ASN 2024 is prioritized for ASN basic services, namely teachers, health workers," he said.

In CASN 2024, said Azwar, the government provides a fairly large allocation for fresh graduates as directed by President Joko Widodo (Jokowi) through the CPNS selection. Meanwhile, the selection of PPPK is the government's main focus to organize non-ASN employees in government agencies.

"So that 100 percent of PPPK formations will be opened to non-ASN employees in government agencies," he said.
