The Role Of The DPRD Is Not Abolished In The Appointment Of The Governor Of Jakarta

JAKARTA The Legislation Body (Baleg) of the DPR emphasized that the democratic process in the appointment of the Governor and Deputy Governor of Jakarta by the president will not eliminate it. This is because there is still the role of the Jakarta DPRD in the process.

Deputy Chairman of the DPR Baleg, Achmad Baidowi revealed, in Article 10 Paragraph 2 of the draft DKJ Bill it was explained that the Governor and Deputy Governor of Jakarta were appointed, appointed, and dismissed by the president by taking into account the DPRD's proposal or opinion.

"The governor of Jakarta was appointed dismissed by the president by taking into account the proposal or opinion from the DPRD. So that the proposal or opinion from the DPRD, the DPRD will convene on the names to be proposed," he said, Sunday, December 10.

"That is where the democratic process is. So it is not completely the democratic process is lost, because democracy does not have to mean direct elections," continued Baidowi.

According to him, the election for governor by the president bridged the political desire between those who want specialities in Jakarta, including the most important thing is in the government system. In fact, initially there was a view that the governor of Jakarta was directly elected by the president without asking for the opinion of the DPRD. However, there are those who remind that Article 18a of the 1945 Constitution (UUD) explains that the head of the autonomous region must be elected by the people.

"Indirect elections also mean democracy. So when the DPRD proposes the democratic process there. So that not everything just disappears," he said.

In addition, reflecting on the election of the regional head (Pilkada) of DKI Jakarta in 2017 which cost a lot, the Legislative Council (DPR) argued that it would be better if the costs were allocated to other sectors.

"It is better if the large budget is used for the welfare of the people, for development. Because with Jakarta's status as a non-city mother, the situation will definitely be different," concluded Baidowi.
