The Governor Of Jakarta Is Appointed By The President In The DKJ Bill, Hamdan Zoelva: There Must Be A Scenario
JAKARTA - Chairman of the Expert Council of the National Team for Winning Anies-Muhaimin (AmIN National Team) Hamdan Zoelva accused the existence of a large scenario behind the rules of the Governor of Jakarta appointed and dismissed by the President in the Draft Law (RUU) of the Special Region of Jakarta (DKJ).
Because, even though it was agreed that the DKJ Bill would become a draft regulation on the proposed DPR initiative, it turned out that several factions did not approve of Article 10 of the DKJ Bill which regulates the appointment of regional heads in Jakarta after the transfer of IKN.
"We don't know who has the scenario behind it. There must be a scenario. From the responses of political party factions, some of the last ones who should also have participated in the discussion of bills sourced from the DPR, did not agree," said Hamdan at the AMIN Winning House, Central Jakarta, Thursday, December 7th.
According to Hamdan, the big scenario in the preparation of the rules for the Governor and Deputy Governor of Jakarta chosen by the President was carried out so neatly, that some members of the DPR were not aware of these provisions.
"There is a big scenario behind it trying to include this. And I think that's what we have to look for. That whoever has that scenario means he intends to kill democracy in Indonesia," he said.
Furthermore, the former Chief Justice of the Constitutional Court for the 2013-2015 period is of the view that the abolition of the regional elections in Jakarta, if the draft regulation is passed, will postpone the democracy that has been built since the Reformation era.
"Moreover, Jakarta is the most important city in Indonesia now and in the future it remains the most important city, metropolitan city, world city. Suddenly it wants to reverse its direction, where the Governor is appointed by the President. This is a complete setback," he said.

The Draft Law on the Province of the Special Region of Jakarta (RUU DKJ) was officially approved as a proposal for the DPR initiative. One of the rules, namely Article 10, states that the Governor and Deputy Governor of DKJ are appointed, appointed, and dismissed by the President by taking into account the DPRD's proposal or opinion.
The decision was made in the 10th Plenary Meeting of the DPR RI Session Period II for the 2023-2024 Session Year at the DPR building, Senayan. The draft preparation of the DKJ Bill was previously discussed at the DPR Legislation Body (Baleg).
Deputy Chairman of the Legislation Body (Baleg) of the DPR Achmad Baidowi alias Awiek clarified the rules for the Governors of DKJ to be elected by the President to emphasize the particularity of Jakarta after his status was no longer the nation's capital.
"In particularity given, we agree that the most important particularity is in the government system," said Awiek.
Then, to bridge the political desire between those who want specialties to be directly appointed from this rule, the DPR added that the rules that the appointment and dismissal of the Governors of DKJ pay attention to the opinion of the DPRD.
The middle way, according to Awiek, remains based on the principles of democracy. Because the election, even though it is not direct, still goes through a mechanism from the DPRD.
"That's the democratic process there. So it's not completely the democratic process is gone. Because democracy doesn't have to mean direct elections. Indirect elections also mean democracy. So when the DPRD proposes, there the democratic process, so not everything just disappears," said Awiek.
