President Appoints And Dismisses Governor Of Jakarta In Draft DKJ Bill, PKS DKI: Want To Be A Dictator?

JAKARTA - Secretary of the PKS Faction of the DKI Jakarta DPRD, M. Taufik Zoelkifli, assessed that the rules regarding the Governor and Deputy Governor of Jakarta appointed and dismissed by the President would have a bad impact.

This rule is contained in the draft Law on the Special Region of Jakarta (RUU DKJ) which is being discussed by the Legislation Body (Baleg) of the DPR.

According to Taufik, if the regional head election in Jakarta is determined by the President without going through the regional elections, this is tantamount to returning to the new order.

"Well, if Jakarta returns to its designation, it returns to the New Order. There is no spirit of decentralization. Do you want it to be a dictator, right? Or what?" Taufik told reporters, Wednesday, December 6.

Taufik asked other factions in the DPR RI to be firm in rejecting the DKJ Bill, or at least change Article 10 specifically containing the rules for appointing Jakarta governors and deputy governors by the President.

Meanwhile, if the rules for the governors of Jakarta appointed by the President are based on the status of Jakarta as a special area such as DI Yogyakarta, Taufik emphasized that this cannot be equated.

"Some say that Yogyakarta is the same way. But Jakarta is another. Yogya is a special area for the sultanate. Meanwhile, other areas such as Papua and Aceh still have Pilkada. There must still be people's democratic rights," he said.

As previously reported, the DKJ Bill was approved as a proposal for the initiative of the DPR RI. One of the rules, namely Article 10, states that the Governor and Deputy Governor of DKJ are appointed, appointed, and dismissed by the President by taking into account the DPRD's proposal or opinion.

The decision was made in the 10th Plenary Meeting of the DPR RI Session Period II for the 2023-2024 Session Year at the DPR building, Senayan. The draft preparation of the DKJ Bill was previously discussed at the DPR Legislation Body (Baleg).

Deputy Chairman of the Legislation Body (Baleg) of the DPR RI Achmad Baidowi alias Awiek clarified that the DKJ Governor-Deputy Governors were elected by the President of the Republic of Indonesia to emphasize the particularity of Jakarta after its status was no longer the nation's capital.

"In particularity given, we agree that the most important priority is in the government system," said Awiek at the Parliament Complex, Senayan, Jakarta, Tuesday, December 5.

Then, to bridge the political desire between those who want specialties to be directly appointed from this rule, the DPR added that the rules that the appointment and dismissal of the Governors of DKJ pay attention to the opinion of the DPRD.

The middle way, according to Awiek, remains based on the principles of democracy. Because the election, even though it is not direct, still goes through a mechanism from the DPRD.

"That's the democratic process there. So it's not completely the democratic process is gone. Because democracy doesn't have to mean direct elections. Indirect elections also mean democracy. So when the DPRD proposes, there the democratic process, so not everything just disappears," said Awiek.
