Urban Areas Are Getting More Congested, Vertical Residential Development Must Be Accelerated
JAKARTA - The Ministry of Public Works and Public Housing (PUPR) invites stakeholders in the housing sector to build vertical housing as a place to live, especially for the lower middle class in urban areas.
This is considering the increasing density of urban areas so that it requires an appropriate and fast solution to become more suitable and comfortable housing to live in.
The Director General of Housing at the Ministry of PUPR, Iwan Suprijanto, said that Indonesia is one of the countries with the largest population in the world. Population growth encourages urbanization and the growth of small and moderate cities throughout Indonesia.
Meanwhile, big cities and urban areas will form a mega urban, which in 2045, people living in urban areas will increase to 72.8 percent. It is estimated that nearly 90 percent of Javanese people live in urban areas.
"Programs and support that have been carried out in accelerating the construction of vertical housing or flats (rusun) are one of the keys in tackling urban sprawl or uncontrolled expansion of cities and one of the solutions for providing housing for low-income people (MBR)," said Iwan through his official statement, Wednesday, August 30.
Iwan said that the programs and support that the Ministry of PUPR has carried out include the construction of flats through Government Cooperation with Business Entities (PPP). KPBU is one of the collaborative steps taken by the Ministry of PUPR in carrying out its mandate to provide housing by increasing the participation of the private sector in it.

The Ministry of PUPR also encourages the implementation and issuance of Building Ownership Certificates (SKBG). SKBG is proof of ownership of flats (sarusun) on state or regional property in the form of land or waqf land by means of leases.
The concept of SKBG sarusun emerged since the issuance of Law Number 20 of 2011 concerning Flats and its implementation regulations which then continued to be adopted in Law Number 6 of 2023 concerning Job Creation.
"In its implementation, collaboration with various parties, both ministries/agencies/agencies as well as the private sector, is needed," he added.
