Kazakh Flagship Ship Transports Cement To Jayapura Secured, KSOP: Documents We Hold
JAKARTA - The Class IV Port Authority (KSOP) Manokwari Office has detained a foreign ship that will transport cement to Jayapura Regency, Papua.
"The ship was detained about two weeks ago and is currently anchored in Manokwari waters. We have detained the documents, we don't give it to leave," said Head of KSOP Region IV Manokwari, Nurdin Marpaung in Manokwari, Tuesday, August 15, quoted by Antara.
Marpaung explained that the ship was carrying Conch Maruni cement from the cement factory PT SDIC Manokwari. Usually the ship transports cement to Papua New Guinea (PNG). This time it actually transports cement to Jayapura, so the ship is immediately arrested.
"Maybe this is a misunderstanding of the shipping company. The ship has the foreign flag of Kazakhstan if I'm not mistaken. At first this ship routinely brought cement from Manokwari to PNG. But this is why we want to bring it to Jayapura so we take action against them," he said.
He said domestic shipping adheres to the principle of cabotage and has been stated in the Presidential Regulation (Perpres) of the Republic of Indonesia. Where for domestic transportation of goods must prioritize domestic shipping companies as well.
"This is a foreign flag, that's why I didn't give it to leave. Now the cargo of the foreign ship has been dismantled. For transportation to Jayapura, domestic ships are replaced, then our domestic shipping entrepreneurs will automatically live," he said.

He emphasized that foreign ships operating in Indonesia must comply with all applicable laws in Indonesia. If there are foreign ships that do not heed the document requirements and continue to operate, the heaviest consequence is the revocation of the operating permit.
"We have also provided guidance. We have collaborated with the police and our shipping agents. We have already BAP. We have also BAPed PT SDIC Marketing. That is for a deterrent effect, so that next time things don't happen the same way," said Marpaung.
According to him, currently the foreign ship is still in Manokwari waters because it is writing a letter containing bulk to Papua New Guinea (PNG).
"Actually, foreign ships when carrying transportation abroad are never prohibited by the government, they are free as long as they comply with the rules. That's actually good, because our commodities are brought abroad. But it becomes a problem if we bring goods to Jayapura using this foreign flag ship that is not allowed," he said.
