Mayor Of Surabaya: Don't Be Surprised If Every Month There Is A Mutation Of Officials

Surabaya Mayor Eri Cahyadi reminded his staff not to be surprised if every month there is a transfer of officials and staff within the local city government.

"More than 20 people have retired, next month there will be more than 10 people. Those are just officials who are not staffed. So, don't be surprised if every month there is a mutation to fill in the empty ones," said Eri Cahyadi when inaugurating 78 state civil servants (ASN) at Surabaya City Hall, reported by ANTARA, Thursday, June 8.

Mayor Eri said the rotation and transfer of positions were common, one of which was aimed at filling vacancies, both at the kelurahan, sub-district, section, and service levels.

"There are several (officials) that are empty. Regarding the sub-district head, many sub-districts and village heads have retired, so we have to fill it out. So, we are doing this rotation to fill in empty places," said Cak Eri, his nickname.

According to him, the turnaround or rotation of positions is normal. In essence, he said, how these ASN can strengthen each other. In addition, rotation is also carried out on ASNs who already occupy regional apparatus (PD) more than 5 or 6 years.

"So, we moved to a new place. Even though they are both village heads, they have to move. It's been more than 5 or 6 years that they have to move," he said.

For ASNs who have just been inaugurated, Cak Eri also advised them to show better changes than before. In addition, he said, ASNs are also asked to be more useful to the community.

"Lastly, they have a performance contract with me. The performance contract is not a performance contract that cannot be assessed, but directly, for example, a reduction in poverty, stunting. That's where the evaluation will be seen in the next 6 months and 1 year," he said.

If the results of the performance evaluation of ASN can achieve the performance contract target, he said, the official can continue. However, if the official is unable to achieve the performance contract, it can be shifted to another.

"When (ASN) can maintain it (performance), they can continue. Otherwise, yes, it can be shifted again," he said.

According to him, many officials within the Surabaya City Government have entered retirement. To fulfill this vacancy, the city government rotates and transfers positions.

For this reason, Cak Eri reiterated that the rotation of mutations and inauguration must be carried out, especially since his party has also opened community services at the RW hall.

"Otherwise, the service will be stopped because I have already served at the RW hall. If this is empty, the RW hall service cannot run.

In addition, he said, the Surabaya City Government has conveyed the needs of ASN to the central government, both for the needs of civil servants (PNS) and government employees with work agreements (PPPK).

"That's usually a quota for civil servants and PPPK ASN. We'll see what the central government looks like," he said.
