Like The Anies Era, BPK Still Finds Excess Payment And KJP Funds Deposit DKI Provincial Government Era Heru Budi
JAKARTA - The DKI Jakarta Provincial Government received an Unqualified Opinion (WTP) on the 2022 regional financial examination report from the Supreme Audit Agency (BPK).
However, the title of WTP does not mean that there are no problems in the DKI Provincial Government's financial statements. BPK found that there were still problems related to regional financial management throughout 2022.
This was conveyed by Member V of the BPK RI Ahmadi Noor Supit in the plenary meeting of the submission of the BPK examination report (LHP) to the DKI Provincial Government at the DKI Jakarta DPRD Building.
"Without reducing the success that has been achieved, BPK is still finding problems related to regional financial management," said Ahmadi Noor Supit, Monday, May 29.
The first problem is that there is an overpayment of expenditures worth IDR 11.34 billion and a delay fine of IDR 34.53 billion, bringing the total to IDR 45.87 billion.
"The excess payment for expenditures of Rp11.34 billion occurred due to an overpayment of salaries and additional income of Rp6.39 billion, a shortage of goods/service procurement volume of Rp4.06 billion, overpayment of grants and social assistance expenditures worth Rp878 million," explained Ahmadi Noor Supit.
Meanwhile, the late fines recorded by BPK amounted to Rp34.53 billion. For this problem, it has been returned to the regional treasury amounting to Rp14.66 billion.
The second problem is that the funds deposited KJP Plus and KJMU social assistance worth Rp197.55 billion which had not been distributed to the recipients, as well as social assistance to meet basic needs worth Rp15.18 billion, which BPK said did not comply with the provisions.
The third problem is that the administration of the handover and recording of fixed assets of social-fasum facilities is not yet orderly.
"The absences include two parcels of public facilities land that have been received from the holder of a Land Use Control Permit (SIPPT) of Rp. 17.72 billion with dispute status, not all of which have been reported by the Mayor to BPAD," explained Ahmadi Noor Supit.

"The fasos fasum assets are controlled and/or used by other parties without agreement, the dual records of fasum fasos assets in KIB, as well as public facilities in the form of buildings, roads, canals, and bridges are recorded in an unnatural size, namely 0 m2 or 1 m2," he continued.
The problem of overpayment until the funds deposited KJP Plus-KJMU like this was previously the finding of the BPK in the results of the financial examination of the DKI Provincial Government in the Anies Baswedan era who served as Governor of DKI for the 2017-2022 period.
Then, BPK asked the DKI Provincial Government to immediately follow up on recommendations for improvements to the problems of the 2022 financial statements.
"We hope that the results of the BPK examination can provide an encouragement to continue to improve the accountability for the implementation of the APBD," said Ahmadi Noor Supit.
"I hope that the leadership and members of the DPRD can participate in monitoring the completion of the follow-up on the recommendations of the results of the examination contained in this LHP in accordance with their authority," he added.
For information, the title of WTP from BPK has been achieved by the DKI Provincial Government for six consecutive years, since Anies Baswedan's leadership as Governor of DKI until now led by Heru Budi Hartono.
The opinion pinned by the BPK to an institution or government agency is a professional statement by the examiner regarding the reasonableness of the information presented in the financial statements.
Meanwhile, the WTP opinion is the highest award for accountability in the financial management of a government agency.
