JAKARTA - Deputy Chairman of Commission II DPR RI Yanuar Prihatin emphasized that there will be no elimination and mass layoff of non-ASN honorary workers at the end of 2023. "Currently there is still confusion of information among non-ASN government employees that honorary staff will be removed on November 28, 2023 in accordance with the current regulations," said Yanuar, quoted by ANTARA, Monday, April 24. According to him, honorary staff have been restless and nervous about the fate of their service in government institutions. Their position is threatened because of the mandate of Law no. 5 of 2014 concerning ASN which is strengthened by Article 99 PP Number 48 of 2018 concerning PPPK Management that non-ASN/non-PPPK employees can still work until November 28, 2023. This provision, he said, has been a source of unrest among non-ASN employees so far. This has also been the driving force for the emergence of action waves and protests among non-ASN employees. On the other hand, the acceptance of PPPK employees is also limited in formation. Even so, not a few honorary workers are less fortunate with this opportunity. They also complain that the threshold value for PPPK acceptance is too high, so that many of those who have not passed the passing the grade. This condition certainly makes those who have long served feel objection to competing with their fellow younger ones.

"The Commission II of the DPR RI has so far urged the Kemenpan RB not to rashly resolve this one problem. Because, the impact is quite large on bureaucratic stability if the therapy is wrong," added Yanuar. He also reminded that so far non-ASN personnel have been very helpful for the government in public services, administration and other technical matters. For this reason, they must have clarity on fate. He mentioned that there were several important things that must be seriously considered, such as no mass layoff of non-ASN personnel. "These honorary workers will continue to work in government agencies," he said. Meanwhile, the solutions offered must also not reduce the income they have received so far. Then, their career certainty must be guaranteed. He explained that the government must also be asked to design this solution formula comprehensively and on time. So, before November 28, 2023, this formula of solution has been completed and can be enforced. The revision of the ASN Law that is being carried out must be able to accommodate the best way out for the fate of these non-ASN employees.
