Minister Hadi Tjahjanto Cleans Up Land Mafia: I Beat Them From The Roots, BPN-PPAT Internal Personnel

CILACAP - The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Hadi Tjahjanto said he would "beat" or take firm action against all land mafias in Indonesia.

"The land mafia case clearly does not stand alone. I have always said that the land mafia case was the work of elements," said Hadi Tjahjanto after the declaration of the Communities Movement to Post Boundary Signs (Gemapatas) simultaneously in 33 provinces in Doplang Village, Adipala District, Cilacap Regency, Central Java, reported by ANTARA, Friday, February 3.

Hadi said these elements could come from internal BPN itself, unscrupulous lawyers, unscrupulous land deed officials (PPAT), unscrupulous sub-district officials, and unscrupulous village officials.

If the five elements play, he said, the land mafia will operate including the judicial mafia which includes police officers, prosecutors, and judges.

"If this (judicial mafia, ed.) plays out, then the land mafia will run. Therefore, I will start 'beating' them from the roots, from BPN internal elements, PPAT internal elements," said the former TNI Commander.

Then, he said, his party would coordinate with the police to take action against unscrupulous subdistrict heads and unscrupulous village heads.

According to Hadi, this has been proven by the fact that the land mafia in Makassar, South Sulawesi, has been arrested thanks to the cooperation of the four pillars, namely the courts, police, local government, and BPN.

"At the end of the month, maybe in the middle of this month, I will go to South Kalimantan to solve the land mafia there because it is already P21, I will go there," said Hadi.

The minister emphasized that the enthusiasm to continue "beating" the land mafia would not fade.

"Therefore, in efforts to socialize and educate the public, don't be afraid if it is indeed their property, then it will be confiscated and immediately reported to the police," said Hadi.

He hopes that Gemapatas, which is part of the Complete Systematic Land Registration Program (PTSL), can be implemented soon so that the goal of providing legal certainty for land rights to the community can be achieved.

Apart from that, he said, with Gemapatas a complete city, a complete regency and province will soon be realized so that people feel comfortable because they have legal certainty, area boundaries, and the correct address.

"Including legal certainty for investors so that they are calm about investing in Indonesia. This earthquake is to reduce or limit the movement of the land mafia so that Indonesia will be free from the land mafia and all land in Indonesia is recorded," said Hadi.

During the Declaration of Gemapatas a total of 1 million land parcel boundary stakes were installed simultaneously in 33 provinces. Particularly in Cilacap Regency, at least 50,000 land parcel boundary stakes were installed from the overall target in Central Java Province of 240,000 stakes.

Land plot boundary markers are installed by each landowner with the approval of the adjacent landowners.

The correct standard is that it can be made of concrete, wood, iron pipe, or paralon pipe with a length of at least 50 centimeters and a diameter of at least 5 centimeters.

Meanwhile, for the installation itself, the PVC pipe is inserted into the ground 30 centimeters long, while the remaining 20 centimeters is used as a mark on the ground.

Boundary stakes or markings can adjust to local conditions determined or made by the Decree of the Head of the Land Office in each district/city.
