This Is Important! Menpan RB Abdullah Azwar Asks Regents To Audit Data For Non-ASN Workers
JAKARTA - Minister of Administrative Reform and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas asked regents who are members of the Association of Indonesian Regency Governments (Apkasi) to audit the accuracy of data in data collection for non-ASN personnel.
This needs to be done as a form of supervision from the local government in data collection for non-ASN personnel, which is the first step in resolving the issue of the discourse of eliminating non-ASN workers or honorary workers in 2023.
Azwar also asked the regents to send a statement of absolute accountability (SPTJM) to the State Civil Service Agency (BKN) as a form of commitment and accountable evidence regarding the validity of data for non-ASN personnel in their regions.
Kemenpan RB, will collaborate with the Financial and Development Supervisory Agency (BPKP) in auditing the data for non-ASN personnel submitted by the regional government to ensure that the data complies with the requirements.
"There will be a data audit to ensure that the data for non-ASN personnel sent is as required," he said, as quoted in a press release in Jakarta, Antara, Wednesday, September 21.
On the same occasion, the General Chairperson of Apkasi, Sutan Riska Tuanku Kerajaan, said that regions in the country are indeed facing problems with non-ASN personnel with the discourse of abolition.
"Many non-ASN workers are placed at the forefront of community services, such as teachers, health workers, Satpol PP, firefighters, and transportation services, including those who are willing to work in remote areas or border areas who are certainly worried about losing their jobs. , said Sutan.
Even the elimination of non-ASN workers, he said, created a dilemma because the open selection of government employees with a work agreement (PPPK) was difficult for old honorary workers who had to compete with graduates who had just graduated.
Meanwhile, the appointment of all non-ASN or honorary personnel to become PPPK by the regional government (Pemda) will also burden the APBD.
"For local governments, the appointment of PPPK as a consequence of the elimination of honorary workers will clearly burden the APBD, considering that this PPPK has salary standards and benefits that are almost the same as civil servants," he said.
He even thinks that the appointment of all honorary staff to become PPK is not the best solution because it has the potential to make the work ethic of honorary workers not good.

Therefore, Apkasi took the initiative to hold a coordination meeting with the Kemenpan RB and four other ministries, namely the Ministry of Home Affairs (Kemendagri); Ministry of Education, Culture, Research, and Technology (Kemendikbudristek); Ministry of Health (Kemenkes); and the Ministry of Finance (Kemenkeu).
He hoped that the meeting would be able to present a common ground or the best solution regarding the problems of non-ASN staff or temporary workers in the local government environment.
