Receives More than IDR 4 Billion in Social Funds for Lion Air JT-610 Heirs, Former ACT President Allegedly Using it for Personal Interest
JAKARTA - The Criminal Investigation Unit of the National Police is investigating allegations of misappropriation of aid funds by the management of the Aksi Cepat Tanggap (ACT) Foundation to be distributed to the heirs of the victims of the Lion Air JT-610 plane crash that occurred in 2018.
The Head of the Public Relations Division of the National Police, Brigadier General Ahmad Ramadhan, said that the misappropriation of social funds originating from the Boeing aircraft factory was allegedly carried out by ACT administrators, namely former ACT President Ahyudin and ACT President Ibnu Khajar. Some of the aid funds to the heirs were allegedly for personal use in the form of payment of salaries and facilities.

Ibnu Khajar when examined by investigators, last Friday, July 8, ACT received funds from Boeing to be distributed to victims as social funds amounting to IDR 138 billion.
Boeing provides two types of compensation funds, namely cash compensation funds to the victim's heirs of IDR 2.06 billion each and non-cash assistance in the form of social funds of IDR 2.06 billion (a total of more than IDR 4 billion).
"That the management of the ACT Foundation, in this case, Mr. Ahyudin as the founder and chairman of the board and supervisor and Mr. Ibnu Khajar as the chairman of the board alleged that some of the social funds had been misused by Boeing for their own personal interests", he explained in Jakarta as reported by Antara, Saturday, July 9th.
The two ACT administrators have never involved the heirs in the planning or implementation of the use of social funds, never informed the heirs of the number of social funds obtained from Boeing, and that the use of these social funds is their responsibility.
"These funds cannot be managed directly by the heirs of the victims, but must use institutions or foundations that are by the requirements set by Boeing, one of which is an international standard institution", said Ramadhan.
Then, said Ramadhan, Boeing appointed ACT on the recommendation of the victim's heirs to manage the social funds to build educational facilities by the recommendations of the victims' heirs.
However, he continued, ACT did not inform the realization of the number of social funds received from Boeing to the victim's heirs, including the value and progress of the work managed by ACT.

"It is suspected that ACT did not realize all the social funds, but some of the social funds were used to pay the salaries of the chairman, administrators, coaches, and staff and also used to support facilities and activities for the personal interests of Ahyudin and the deputy chairman of the board", said Ramadhan.
Ramadhan said the case was still under investigation.
Investigators are investigating alleged violations of Article 372 in conjunction with 372 of the Criminal Code and/or Article 45A paragraph (1) in conjunction with Article 28 paragraph (1) of Law Number 19 of 2016 concerning Information and Electronic Transactions and/or Article 70 paragraph (1) and paragraph (2 ) in conjunction with Article 5 of Law Number 28 of 2004 concerning Foundations and/or Article 3, Article 4 and Article 5 of Law Number 8 of 2010 concerning the Prevention and Eradication of Money Laundering Money.
