Former Director General Of Horticulture At The Ministry Of Agriculture Suspect Of Corruption In Procurement Of Fertilizers Arrested By KPK

JAKARTA - The Corruption Eradication Commission (KPK) has detained the former Director-General of Horticulture at the Ministry of Agriculture, Hasanuddin Ibrahim. This detention was carried out after he was named a suspect in 2016.

Hasanuddin was named a suspect in the corruption case in the procurement of biological fertilizers for controlling plant-disturbing organisms (OPT) in the 2013 budget year.

"For the investigation, the investigative team attempted to forcefully detain suspects for the first 20 days", said Deputy for Enforcement and Execution Karyoto at the KPK Merah Putih building, Kuningan Persada, South Jakarta, Friday, May 20.

Karyoto said Hasanuddin was being held at the KPK Detention Center at the Merah Putih Building.

In this case, Hasanuddin is suspected of directing and conditioning the use of Rhizagold brand fertilizer and winning PT HNW as the distributor.

Not only that but he is also suspected of actively monitoring the auction process. Including, ordering PPK to the Director-General of Horticulture at the Ministry of Agriculture in the 2012 period, Eko Mardiyanto did not sign a contract until the budget implementation list (DIPA) of the Revised State Revenue and Expenditure Budget (APBN-P) for the 2012 fiscal year decreased.

In addition, Hasanuddin allegedly ordered some staff at the Director-General of Horticulture to change the value of the procurement budget from the original 50 tons with a value of IDR 3.5 billion to 225 tons with a value of IDR 18.6 billion.

In fact, the change in value is not supported by real demand data from the field in the form of requests from the regions.

As a result of his actions, Hasanuddin is suspected of having caused state losses of up to IDR 12.9 billion from the project value of IDR 18.6 billion.

He is suspected of violating Article 2 or Article 3 of Law Number 31 of 1999 as amended by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) of the 1st Book of Criminal Law Act.
