There Are Still Violations Of Members, Police Propam: The Number Is Declining

JAKARTA - The National Police's Professional and Security Division (Propam) stated that thousands of Bhayangkara Corps members violate the rules every year. However, the number continues to decline.

Based on the data, the decrease in violations committed by National Police members ranged from general crimes to traffic. The decrease in the number of violations is calculated from the comparison of public complaints (dumas) from 2020 to October 2021.

"Based on Dumas (Public complaint application) to Criminal Investigation, it decreased by 0.9 percent in 2020 and decreased by 85.7 percent in 2021. Then Dumas to then declined by 18.75 percent in 2020, and decreased by 52.6 percent in 2021", said the Head of the Propam Police Division, Inspector General Ferdy Sambo, to VOI, Tuesday, November 2.

"Meanwhile, dumas other violations increased by 29.5 percent in 2020, and decreased by 71.8 percent in 2021", he continued.

The decrease in the number of violations, said Sambo, was because the National Police Propam implemented a prevention strategy. Thus, members of the Bhayangkara Corps will think twice about committing a violation.

"National Police Propam applies pre-emptive and preventive strategies to prevent violations by National Police members", said Sambo.

Pre-emptive efforts are in the form of strengthening internal solidity, building capacity, competency testing, and sharing or problem knowledge or experience. While preventive efforts are in the form of attention from the leadership, SOPs and procedures, status validation, mutations due to leadership discretion, and decision-making systems.

Then, the decrease in the level of violations by members of the Police is also due to continued maximum supervision. Where in the supervision it cooperates with several parties.

"Cooperating with POM TNI, Kompolnas, Ombudsman, Komnas HAM, and academics. In the form of strengthening communication, coordinating activities, collaborative integrated activities, and integrated services", said Sambo.

"External supervision has been running optimally", continued Sambo.

In addition, to strengthen supervision, the National Police Propam also carries out a digital surveillance scheme. This means that complaints of violations by members of the National Police can be made online through the Presisi Propam application.

"The National Police Propam Division organizes regulations within the National Police Propam environment, improves integrated and ICT-based complaint services, strengthens the existence of the Propam function in areas prone to violations, increases clean operations activities, optimizes the whistleblowing system (WBS) program", said Sambo.

"Propam cyber patrols, accelerated handling of prominent cases, strengthening ICT-based control systems, structuring supporting infrastructure, and increasing the competence of human resources for the Propam function (training accreditors and examiners)", said Sambo.
