Minister of Administrative Reform and Bureaucratic Reform (MenPAN- RB) Abdullah Azwar Anas previously said that the ratification of the ASN Draft Law (UU) in the DPR RI Plenary Session was a government step to control more than 2.3 million honorariums in Indonesia.

"Thanks to the DPR's support, the ASN Bill is the legal umbrella for carrying out the main principles of drafting non-ASN personnel where there should be no mass layoffs (termination of employment), in accordance with President Jokowi's mandate from the start," said Anas at the MPR/DPR RI Building, Senayan, Jakarta.

Anas said that without the ASN Bill, honorary workers spread across various institutions could no longer work from November 2023.

Of the total 572.496 formations that were inaugurated in the choice of Candidates for State Civil Apparatus (CASN) 2023, as many as 80 percent of the formation of Government Employees with Work Agreements (PPPK) was allocated for honorary staff.
