Groundbreaking Delayed, The Jakarta Velodrome-Manggarai LRT Project Turned Out To Have Failed Auction

JAKARTA - Laying the first stone or groundbreaking for the Jakarta LRT project phase 1B is delayed from the previously targeted schedule. The plan is for the groundbreaking to be carried out in August, but so far it has not been realized.

Head of the DKI Jakarta Transportation Agency, Syafrin Liputo, admitted that the procurement of construction services for the LRT route Velodrome-Manggarai project had failed to auction.

"Yes (plan to groundbreaking in August), but because the auction failed, the process was delayed by one month," Syafrin told reporters, Thursday, September 14.

Syafrin did not explain the cause of the failed auction of this project. However, Syafrin ensured that the tender procurement process carried out by PT Jakarta Propertindo (Jakpro) had been repeated by inviting auction participants who had followed the previous process and have now determined the winner.

Now, the contractor who won the auction is preparing an implementation guarantee (jampel) for Jakpro, before finally signing the construction contract.

"The winner to get a contract must be able to submit an implementation guarantee. Now Jakpro's colleagues are currently working, because there is a period of time for the management after being handed over to the winner of the contract, then a groundbreaking can be carried out," explained Syafrin.

"Because of the President's direction, all legal aspects or administrative requirements can be met, then groundbreaking can be carried out," he added.

Syafrin gave a deadline for handing over the clock for 14 days. After that, construction can be carried out immediately.

"We hope that the implementation process can be faster. If it can be conveyed in September, it can automatically go directly to the contact. We hope this month or no later than early October," he said.

It is planned that the 1B phase of the Jakarta LRT has 5 stations with a length of 6.4 kilometers, namely Youth Station, BPKP Station, Pramuka Market Station, Matraman Station, and Manggarai Station.

So far, as many as 6 LRT stations have operated with a length of 5.2 kilometers in phase 1. So, if the 1B phase has been built, the Jakarta LRT has a route length of 12.2 kilometers with 11 stations ranging from Pegangsaan Dua Station to Manggarai Station.

When fully operational, the Jakarta LRT is targeted to carry 185 thousand passengers per day. However, based on the results of a feasibility study or feasibility study, the estimated passengers of the Jakarta LRT are around 80 thousand to 100 thousand people per day.

In 2024, it is targeted that the construction of the LRT phase 1B route will only be completed until the Pramuka Fly Over point. Then, the construction of the Jakarta LRT phase 1B to the last station, namely in Manggarai, is targeted for completion in 2026. Meanwhile, from 2024 to 2026, DKI will conduct a trial operation in stages.
