Deputy Chairman of Commission II of the DPR Syamsurizal said that his party was formulating that the arrangement of non-ASN or honorary employees in the Draft Law on Amendments to Law Number 5 of 2014 concerning State Civil Apparatus (ASN) allowed it to be carried out no later than December 2024.

"In one of the articles, if it is agreed, we will make one of the articles, which states that we should give a deadline until December 2024," said Syamsurizal, quoted by ANTARA, Monday, August 28.

He said it was done by embedding additional explanations in one of the articles of the ASN Bill. "That's why we agreed in that article there will be additional explanations," he said.

This, he said, was one of the short-term efforts to avoid the termination and mass layoff of non-ASN or honorary employees based on temporary data totaling 2.3 million people in their transition to become Government Employees with Work Agreements (PPPK).

"For the process of saving 2.3 million people. So in the short term we solve the problem, so there is a process of moving honorary staff with PPPK. Later there will be no more honorary employees, later they will make a Acting Decree (temporary officials) so that they have absolute responsibility, honorary employees are no longer there is a PPPK," he said.

Because, he continued, based on Government Regulation Number 49 of 2018 concerning PPPK Management, it was stated that there should no longer be non-ASN personnel as of November 28, 2023.

"They have to finish on November 28 in 2023, if that happens 2.3 million people we will let it be unethical, right, that is our responsibility as members of Commission II is our moral responsibility," he said.

He also hopes that the revision of the ASN Law can be completed during the DPR RI trial this time. "That's what we are trying to save gradually that until December 2024 everything will be finished, all of them will be lifted to minimum PPPK, if those who can be saved become civil servants are even better, it will be arranged later," he said.
