The Aceh Provincial Government Proposes An Extension Of The Special Autonomy Fund Without Time Limit

Acting Governor of Aceh Achmad Marzuki emphasized that the Aceh Government continues to advocate and has proposed an extension of Aceh's Special Autonomy Fund (Otsus) indefinitely to the President and DPR RI. "We have proposed (the extension of the special autonomy fund) for an indefinite period of time," said Achmad Marzuki in Banda Aceh, Antara, Thursday, August 3. The statement was conveyed by Achmad Marzuki in his answer to the opinion of the DPRA's Budget Agency (Banggar) at the plenary session of the Aceh DPR, in Banda Aceh. In the previous plenary session of the Aceh DPR, it was proud to encourage the Acting Governor of Aceh to complete all planned programs, including special policy advocacy related to the extension of the Aceh Special Autonomy Fund. Marzuki said that currently there is a discussion of the plan to amend Law Number 11 of 2006 concerning the Aceh Government (UUPA), and has been included in the 2023 National Legislation Program (Prolegnas). Because it has entered the National Legislation Program, said Marzuki, the Aceh Government has submitted a letter to the President with a copy of the Chairman of the DPR RI and the Chairman of the Legislation Body of the DPR RI through Governor's Letter Number 188/12314 dated August 9, 2022. In the letter, the Aceh Government suggested that the norms in Article 183 paragraph (2) in the LawPA could be changed to special autonomy funds as referred to in paragraph (1) to apply for an indefinite period of time. "It applies for an indefinite period of time, the amount is equivalent to 2.25 percent of the national general allocation fund (DAU) ceiling," he also said. In addition, Marzuki also said that the Aceh Government had approached and coordinated with ministries/agencies as well as across external parties to find formulations for program funding and activities that required sustainable large funding. Such as the construction of the Multi Years Contract (MYC) road, continued construction of the Aceh Industrial Estate (KIA) Ladong, and regional hospital construction, as well as maintenance of infrastructure that requires large costs can be funded from the APBN and other funding. "We agree with Banggar DPRA that the implementation of all strategic projects, including the source of funding, must be reviewed by involving all multi-stakeholders," said Achmad Marzuki.
