Former Ministry Of Home Affairs Official Charged With Corruption 3 IPDN Building Projects

Head of the Center for Financial Administration and Asset Management at the Secretariat General of the Ministry of Home Affairs for the 2010-2015 period, Dudy Jocom, was charged with corruption in the construction of three domestic government institutional projects in Riau, North Sulawesi and South Sulawesi in 2010-2012.

"Dudy Jocom defendants from January 2010 to June 2012 made arrangements to win PT Hutama Karya, PT Adhi Karya and PT Waskita Karya in construction work on the construction of the Riau Province IPDN campus building in Rokan Hilir Regency, the North Sulawesi Provincial IPDN building in Minahasa Regency and the South Sulawesi Provincial IPDN campus building in Gowa Regency," said the KPK public prosecutor in an indictment read out at the Jakarta Corruption Court. reported by ANTARA, Monday, July 31.

The act was carried out together with Budi Rachmat Kurniawan as General Manager of the Building Division of PT Hutama Karya, Bambang Mustaqim as Senior Manager of Marketing for the Building Division of PT Hutama Karya, Dono Purwoko as Head of Construction Division VI PT Adhi Karya and Adi Wibowo as Head of Division I (Building) of PT Waskita Karya.

"The defendant as the Commitment Making Officer (PPK) did not prepare his own estimated price as a reference in the auction implementation, and approved a 100 percent disbursement application for the implementation of the work that was not in accordance with the work agreement/contract," said the prosecutor.

This act benefited Dudy Jocom in the amount of Rp5,125 billion, Budi Rachmat Kurniawan in the amount of Rp474 million, Hendra in the amount of Rp1 billion, Secretary of the Procurement Committee of the Ministry of Home Affairs Sri Kandiyati in the amount of Rp200 million and the Ministry of Home Affairs Finance, Mohamad Rizal, amounting to Rp10 million.

Furthermore, it also enriched the marketing department of PT Hutama Karya Sutidjan in the amount of Rp. 500 million, the Ministry of Home Affairs' Finance Section Chaerul in the amount of Rp. 30 million, the Planning Consultant of PT Bita Energy Engineering Torret Koesbiantoro in the amount of Rp. 275 million and the Construction Management Consultant of PT Artefak Arkindo Djoko Santoso in the amount of Rp. 150 million.

Then also enriched the corporations of PT Hutama Karya amounting to Rp. 18,770,329,098, PT Adhi Karya amounting to Rp. 15,824,384,767.24, PT Waskita Karya amounting to Rp. 26,667,071,208.84, PT Cahaya Teknindo Majumandiri amounting to Rp. 80,076,241, CV Restu Kreasi Mandiri amounting to Rp. 69,502,723 and CV Animha Bangun Sentosa amounting to Rp. 31,327,807.

This profit was detrimental to state finances in the construction of the IPDN campus building in Riau Province in Rokan Hilir Regency worth Rp. 22,109,329,098.42; detrimental to state finances in the construction of the North Sulawesi Province IPDN campus building in Minahasa Regency worth Rp. 19,749,384,767.24 and cost the state finances in the construction of the South Sulawesi Province IPDN campus building in Gowa Regency for Rp. 27,247,147,449.84.

Initially, Dudy Jocom served as Head of the Planning Bureau Program at the Secretariat General of the Ministry of Home Affairs met with Mulyawan and Adi Wibowo (arcytek freelance) and said there were three IPDN building projects.

"The defendant asked Mulyawan and Adi Wibowo to look for construction companies from State-Owned Enterprises (BUMN) along with consulting companies planning and supervisory consultants who will work on these projects," added the prosecutor.

Mulyawan and Adi Wibowo then contacted PT HUtama Karya, PT Adhi Karya and PT Waskita Karya with the distribution of PT Hutama Karya to work on the construction of IPDN Agam West Sumatra and IPDN Rokan Hilir Riau, PT Adhi Karya working on the IPDN Minahasa Sulawesi Utara campus and PT Waskita Karya working on the IPDN Gowa South Sulawesi campus.

"The meeting also agreed on how to arrange the auction, namely the winning candidate from each IPDN campus building construction location that has been previously determined will make an offer document for other accompanying participants, then this bidding document will later be given to the accompanying participants," said the prosecutor.

From the results of the meeting, then Dudy Jocom through Sri Kandiati conveyed to the auction committee that the implementation of the IPDN campus building construction work in Rokan Hilir, Minahasa and Gowa had been divided into PT Hutama Karya, PT Adhi Karya and PT Waskita Karya.

For his actions, Dudy Jocom was charged with Article 2 paragraph (1) or Article 3 in conjunction with Article 18 of Law Number 31 of 1999 as amended by Law Number 20 of 2001 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) 1st of the Criminal Code in conjunction with Article 65 paragraph (1) of the Criminal Code paragraph (1).
