Head Of PPPA Maluku Allegedly Harassing Subordinates, Minister Of PPPA: Entering The Crime Category, Must Be Handled

JAKARTA - Minister of Women's Empowerment and Child Protection (PPPA), Bintang Puspayoga strongly condemns the alleged sexual violence committed by the Head of the Maluku Province Women and Children Empowerment Service, initials DK, against his subordinates. "We ask the Maluku Provincial Government to continue to monitor and investigate the alleged case," he said in a written statement received in Ambon, Antara, Tuesday, July 18. Not only condemning, Minister Bintang Puspayoga also asked the Maluku Provincial Government (Pemda) to supervise and investigate alleged perpetrators of DA harassment. The DA, known to the Head of the Maluku Province Women and Children Empowerment Service (P3A), is suspected of having sexually harassed his subordinates. "The pattern in this case is already included in the category of crime that must be handled immediately," he said. The crime of sexual violence must be handled immediately because the person who commits this crime is someone who has an honorable profession that should protect. The Minister of PPPA also encouraged law enforcement officials to oversee this case so that victims get the right to justice in accordance with applicable laws and regulations. "We consider the victim to have experienced a criminal act of sexual violence as regulated in Law Number 12 of 2022 concerning the Crime of Sexual Violence (TPKS Law), which is in article 5 if there is non-physical sexual violence or article 6 if physical violence,” he said. The alleged perpetrator is suspected to be a State Civil Apparatus (ASN) so that he has violated the rules as an ASN and can be sentenced to discipline. ASN as a profession is based on the principles of basic values, code of ethics, and code of conduct as regulated in Article 3 to Article 5 of Law Number 5 of 2014 concerning ASN. "In order to create comfort for the alleged victim, the institution where the alleged perpetrator and the alleged victim work are required to provide protection and fulfillment of the right to justice for the victim, including recovery if the victim is psychologically traumatized, as explained in Article 66 of the TPKS Law,” explained the Minister of PPPA. The Minister of PPPA emphasized that there is no slightest tolerance for acts of sexual violence. The Minister of PPPA also invites people who experience, hear, see, or know cases of violence to dare to report to institutions that have been mandated by the TPKS Law, such as UPTD PPA, Public-Based Service Providers, and the Police. "People can also report through the Hotline Friends of Women and Children (SAPA) 129 or Whatsapp [phone],”" he concluded. Meanwhile, the Maluku Provincial Government stated that the Head of the Maluku Provincial Women and Children Empowerment Service, who is suspected of harassing his staff, had been examined by the Maluku Provincial Government Disciplinary Enforcement Team (TPD). "The provincial government has conducted an inspection, based on the report, later we will submit the results," said Maluku Regional Secretary (Sekda) Sadali Ie. Sadali Ie said the examination was a follow-up to reports of acts of harassment carried out by the Head of the Office of Women's Empowerment and Child Protection (PPPA), with the initials DK against his staff. He continued, the Police had also given attention to this case and would investigate it in accordance with the provisions. Meanwhile, from the government side, DK will also receive administrative sanctions in accordance with applicable regulations.
