The West Sumatra High Prosecutor's Office has named three suspects in the alleged corruption case in the procurement of bunting cows for the 2021 fiscal year in West Sumatra.

"Based on the results of the investigation and the two pieces of evidence we obtained, today three names have been named as suspects," said Head of the West Sumatra Attorney General's Office Asnawi as reported by ANTARA, July 14.

The suspects are DM as the power user of the budget and FH as the technical implementing officer of the activity (PPTK). Both have the status of state civil servants at the West Sumatra Province Livestock Service.

Meanwhile, the third suspect is the Director of CV Emir Darul Hasan with the initials AAP as a partner in the bunting cattle procurement project.

Asnawi said the suspects were charged with Article 2 paragraph (1), Juncto (Jo) Article 3 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption.

After being named a suspect and undergoing examination until around 18.30 WIB, the three were immediately detained by the prosecutor.

Asnawi, who was accompanied by the Assistant for Special Crimes at the West Sumatra Prosecutor's Office, Haliman, explained that the case began when the West Sumatra Animal Husbandry and Health Service procured 2,082 flowering cows.

The procurement of the bunting cattle was rolled out by the local provincial government with the aim of increasing the population of livestock in West Sumatra, even in the initial contract it was required that cows should be imported from outside West Sumatra.

The project, named the provision of seeds or livestock seeds and green animal feed, was finally rolled out in the 2021 fiscal year with a budget ceiling of IDR 35,017,340 billion.

The details are 1,572 local cattle and 510 cross-sectional cattle which are poured into five work contract packages, and are carried out by four different companies.

On its way, it turned out that there was a change in the contract (adendum) to replace the cow, which was originally a pregnant cow to a virgin cow.

"The cows were also purchased in the West Sumatra area, this action of course thwarted the government's mission to increase the population of livestock. We even found indications of price inflation," he said.

Based on the calculation of investigators, it is known that the case has caused state financial losses of around Rp. 7.3 billion.

"The West Sumatra Prosecutor's Office will investigate this case thoroughly, and ensnare anyone involved," said Asnawi.

According to him, it is possible that there will be additional suspects in the case, because the investigation process is still ongoing.

"For the three suspects that we have detained today, the investigators will file a filing so that the case can be immediately transferred to the court," he explained.
