JAYAPURA - The Jayapura District Attorney (Kejari) conducted an investigation related to allegations of corruption at the construction of a people's dock in Teba Village, Mamberamo Raya Regency, Papua.
"Currently, investigations are continuing to be carried out on the construction of the people's dock in Teba. Eight witnesses have been questioned," said Jayapura Kejari Chief Aleksander Sinuraya as quoted by ANTARA, Monday, June 19.
He said the investigation into the construction of the first phase of the people's dock in Teba with an allocation of more than Rp3.1 billion through the Mamberamo Raya Transportation Service for the 2021 fiscal year was allegedly not in accordance with the applicable provisions mechanism.
According to him, the activity, which was sourced from the special allocation fund (DAK) for the 2021 fiscal year, was allegedly carried out not according to the procurement mechanism in the Presidential Decree, namely the auction through LPSE.
At that time, the Head of the Mamberamo Raya Regency Transportation Service made a direct appointment to CV.S with contract NO:04/Kontrak/dermaga Teba/DISHUB-MR/V/2021
dated May 3, 2021 with a contract value of IDR 3,122,427,000,-
The construction work for the people's dock is carried out for 150 calendar days, from May 3, 2021, to September 20, 2021, with the procurement of 85 poles.
However, said Kajari Jayapura, the payment for the work had been carried out 75 percent or Rp1,957,193,912, after deducting the tax of Rp228,504,988, but the documents used for the budget submission did not match the reality in the field.

In addition, the actions of the commitment-making official (PPK) who approved the payment request from the implementing contractor amounted to Rp1,957,193,912, - after deducting taxes, even though the work in the field did not match the specifications as stated in the alias-fictive contract.
"Investigators have also confiscated documents such as DPA (budget implementation documents), contracts and SP2D (issued disbursement of funds)," said Sinuraya.
