417 Old Transjakarta Buses Can't Be Sold For Regional Treasury, Here's The Reason

JAKARTA - Member of Commission C DPRD DKI Jakarta S. Andyka said that up to now 417 old Transjakarta buses that are no longer used cannot be sold to increase regional income. In fact, this has been planned since two months ago. Before being sold, 417 Transjakarta buses need to be removed. The abolition of these assets needs approval from the DKI DPRD. However, Andyka admitted that his party had not been able to approve the removal of 417 units of the unusable bus. Andyka said, the DPRD found that some of the buses had not exceeded their operational period and some had not even been used. Meanwhile, Transjakarta buses that are included in operational service vehicle (KDO) can only be removed after being used for 8 years. The DPRD, continued Andyka, has not received a complete explanation of the documents at the beginning of the procurement of the Transjakarta bus, a study on the feasibility of asset removal, to the alignment of the auction value that will enter the regional treasury. "Until now, we are still waiting, we are asking for the existing data about when the bus will enter Jakarta, when it will start using, when it will stop using," said Andyka at the DKI Jakarta DPRD Building, Tuesday, May 9. Andyka explained that the DPRD needs to re-check the current condition of the bus called the DKI Provincial Government is not suitable for use. This is done to ensure that asset removal is in accordance with applicable regulations. Moreover, there have been legal cases that occurred in the Transjakarta bus procurement project. In 2013, the former Head of the DKI Jakarta Transportation Agency, Udar Pristono, was proven to have committed corruption in the procurement of the Transjakarta bus fleet worth IDR 1 trillion. "So, don't let yesterday's entry process have some problems, then during the process of removing assets will cause problems as well. This is what we don't want. This is a crucial thing and we must immediately follow up because it is also included in the BPK findings, so it requires caution," he explained. The DKI Jakarta Provincial Government has asked for permission from the DKI Jakarta DPRD to remove the assets of 417 Transjakarta buses that have not been used. The reason is that the bus has been damaged, has reached the age it deserves to be removed, and the maintenance costs are more expensive than the benefits of its use. In connection with asset deletion, these 417 Transjakarta buses will be sold or transferred to other parties by auction with a value of IDR 21.3 billion. This value is calculated by the public appraisal service office in 2021.

Based on Article 331 in the Regulation of the Minister of Home Affairs Number 19 of 2016 concerning Management of Regional Property, it is stated that the transfer of goods or assets belonging to the region with a value of more than IDR 5 billion needs approval from the DPRD. The DKI DPRD is currently following up by reviewing the feasibility of removing Transjakarta bus assets along with matching the auction value that can be received by the DKI Provincial Government, before agreeing to remove the assets.
