Newcomers Required To Enter Jakarta Plus, Must Have Job Certainty And Skills

JAKARTA - The DKI Jakarta Provincial Government plans to add additional requirements for newcomers who will settle in Jakarta. Later, these newcomers, when entering the capital, must have job certainty and skills.

This was revealed by the Head of the DKI Jakarta Population and Civil Registration Agency (Disdukcapil) Budi Awaluddin. Budi said that his party was reviewing the addition of the requirements for immigrants to be included in the new rules.

Meanwhile, the provisions that must be met by newcomers to process population documents so far only include certainty of residence.

This is stated in the Regulation of the Minister of Home Affairs (Pemendagri) Number 108 of 2019 concerning the Implementation Regulation of Presidential Regulation Number 96 of 2019 concerning Conditions and Procedures for Population Registration and Civil Registry.

"So far, we have not been able to limit them from coming to any of their mobility. But if the housing guarantees are all regulated at the Permendagri, they must get housing guarantees. Then there are additional rules later, regarding guarantees for their work and also they must have skills," Budi told reporters, Friday, April 28.

Budi said that the addition of requirements for newcomers would later be included in the new regional regulations (perda) that would be prepared by the DKI Provincial Government and the DKI DPRD. This regional regulation plan has also been submitted to the Ministry of Home Affairs (Kemendagri).

"We are still exploring and have discussed it with the Ministry of Home Affairs. Thank God it has been approved, it's just a matter of drafting regulations in 2024 in the form of additional requirements for people who will come to Jakarta," explained Budi.

Budi explained that the certainty of work to this skill is needed as provision for immigrants to survive in the metropolitan city.

"So when they come to Jakarta they are mentally ready to try their luck to Jakarta, so the conditions are no more difficult when they come to Jakarta," said Budi.

The phenomenon of newcomers entering Jakarta is indeed one of the things in the spotlight. The DKI Provincial Government wants, if possible, the number of residents outside the area who want to stay in Jakarta does not need to be many. This makes sense when you look at the classification of data on newcomers entering Jakarta.

Based on the records of the DKI Dukcapil Service, over the last three years, 80 percent of newcomers entering Jakarta have the latest education at the SMA/SLTA level and below. In fact, half of newcomers when in Jakarta are low-income.

"A total of 50 percent of them have low income and 20 percent of that number concentrates on slum RWs. If for example in the future Jakarta will no longer be the nation's capital in 2024, Jakarta will become a global city, there needs to be better population arrangements," said Budi.

So, in anticipation of newcomers, Budi asked the newcomers to report to the RT/RW upon arrival in Jakarta, before processing population documents such as domicile letters.

"Currently, when serving population documents, we ask them (immigrants) to report to the local RT/RW, so that the RT/RW can find out about the people in their environment," he said.
