PADANG - The West Sumatra Provincial Government is reviewing the discourse on releasing the transfer fee for motorized vehicles (BBNKB) II and progressive taxes that will be implemented nationally.

Although the policy comes from the central government, the West Sumatra Provincial Government still needs to consider its impact on regional income, which mostly (80%) comes from vehicle taxes. This was revealed by the Head of the West Sumatra Regional Revenue Agency (Bapenda), Maswar Dedi in Padang on Friday, March 24.

Currently, he said, the West Sumatra Provincial Government is implementing a tripel profit program to provide relief from public tax payments. The program provides convenience for the public to be free of fines for the transfer of the name of motorized vehicle to II and motor vehicle tax (PKB), as well as free fines for mandatory road traffic accident funds (SWDKLLJ). Even so, the West Sumatra Provincial Government will still consider the implementation of BBNKB II exemption and more in-depth progressive tax.

"BBNKB and progressive taxes are one of the regional incomes in West Sumatra. If the costs are exempted and taxpayers turn out to be enthusiastic about changing the name of the vehicle and becoming a devout taxpayer, then it is possible that the potential is lost and the new income will be equivalent," he said, quoted by ANTARA, Saturday, March 25.

He continued, if the policy is implemented but there is no increase in taxpayers, then a deeper study is needed.

He admitted that some areas such as DKI Jakarta had implemented the policy. However, the regional income does not depend on PKB and BBNKB.

"If later we implement, the legal basis is probably the Governor's Regulation, not the Regional Regulation which needs a long discussion," he explained.

Pergub sebagai dasar hukum juga untuk memudah melakukan perubahan kebijakan jika nanti ternyata pendapatan daerah menjadi jauh berkurangan.

Maswar Dedi said that based on Traffic Law No. 22 of 2009, BBNKB II can be taken by the regions, it can also be released.
