Minister Of Energy And Mineral Resources Admits Power Wheeling Scheme Can Increase Revenue For PLN
JAKARTA - Minister of Energy and Mineral Resources (ESDM) Arifin Tasrif admitted that the scheme for using transmission and distribution networks or power wheeling could provide new income for state-owned electricity company PT PLN (Persero).
It is known that the government proposed this scheme to be included in the Draft Law on New Energy and Renewable Energy (RUU EBET).
"It should be so (there should be additional income for PLN," said Arifin, who was met at the DPR RI Building, Monday, November 20.
Through this scheme, private electricity sellers can use a distribution network owned by PLN maluinopen access and only need to pay a toll fee to PLN at the rate set by the Ministry of Energy and Mineral Resources.
Even so, Arifin also admitted that there were concerns that this use could reduce PLN's electricity demand because there were too many private stakeholders.
"It's just that the concerns are not under control. But we will control it so it doesn't have an impact," said Arifin.
He added that the policy related to power steering had previously been regulated in Law No. 30 of 2009 concerning Manpower and Law No. 11 of 2020 concerning Job Creation, Government Regulation No. 14 of 2012 concerning Electric Power Supply Business Activities.

According to him, the use of power steering can increase the increase in the mix of EBT which is needed by the domestic industry.
He gave an example of many industries in North Sumatra that still bring in liquefied natural gas from Papua so that the operational costs incurred are very large.
"For example, if there is a hydropower plant around North Sumatra, use it and it can enter with the network. It's like that, it's simple," concluded Arifin.
