DKI DPRD Warns The Amount Of Waste Water Tariffs Don't Weight Residents
JAKARTA - Chairman of Commission D for the Development of the DKI Jakarta DPRD, Ida Mahcepat, warned the DKI Provincial Government about the fitting of pipe installation rates and levies on wastewater management services to the public.
Currently, the DKI Jakarta Provincial Government and the DKI Jakarta DPRD are drafting a regional regulation (Raperda) on the management of domestic waste water as the basis for its regulations.
Ida asked the DKI Provincial Government to review the article in the Raperda which regulates pipe installation rates and waste management service levies
According to Ida, the plan in the Raperda will increase the burden on the community. Given, residents who are the targets of installing domestic waste water services are the lower middle class who do not yet have septic tanks.
"What is my concern is how households have a burden as well as connecting their disposal into pipes belonging to the Water Resources Service," Ida said in her statement, quoted Thursday, August 24.
Ida mengungkapkan, tarif layanan pemasangan atau retribusi rutin setiap bulannya tidak diatur dengan jelas dalam Raperda Pengelolaan Air Limbah Domestik.
Article 42 of the Raperda only states that the calculation procedures and the amount of service rates as referred to are regulated by the governor's regulation.
"It must be seen whether it can run or not if we apply retribution for households," said Ida.
Please note, currently the number of open defecation (BABS) for the people of Jakarta is still relatively high, namely at 7 percent or hundreds of thousands of people.
The domestic waste disposal channel for BABS residents was immediately channeled into the river or irrigation canal belonging to the DKI Jakarta Natural Resources Service. The phenomenon of BABS residents occurs in all urban areas in Jakarta.

So, according to the Lecturer of Postgraduate Environmental Sciences at the University of Indonesia (UI), Suyud, it is necessary to provide massive assistance by the government so that the Regional Regulation on Domestic Waste Management can be effective when implemented.
"If the socialization is usually only for a moment, but if the assistance continues so that in the future it can change people's mindset that water is very important for our lives," said Suyud at a meeting of the DKI Jakarta DPRD Regional Regulation Establishment Agency some time ago.
