Rejected By The Ministry Of Home Affairs, Bandung Walkot Yana Mulyana Still Steps On Flying Gas To Thailand Facilitated By Bribe Money

The witness in the bribery case for the procurement of CCTV and ISP for the Bandung City Government, Andri Fernando Sijabat, said that the visit of the defendant Yana Mulyana, while serving as mayor of Bandung, to Bangkok, Thailand, was not approved by the Ministry of Home Affairs (Kemendagri).

Yana and Andri's trip, as head of the Road Traffic Section at the Bandung City Transportation Service (Dishub), to Bangkok occurred in January 2023.

"Is the trip official or not from the service?" asked Public Prosecutor (JPU) Tito Jaelani to Andri during a trial at the Bandung Corruption Court (Tipikor), Bandung City, West Java, as reported by ANTARA, Monday, July 10.

Andri also answered that the trip did not have a letter of assignment. In addition, he also admitted that he came to Thailand because he was invited by the Head of Traffic and Road Equipment of the Bandung City Transportation Agency, Khairur Rijal, as his superior.

KhairurRijal is a defendant with Yana in the case of the procurement of surveillance cameras (CCTV) and the Bandung City Internet service provider (ISP).

"But, it was rejected by the Ministry of Home Affairs. So, (the trip) has no assignment letter," said Andri in response to the prosecutor's question.

Apart from Yana, Khairur, and Andri, the trip to Bangkok was also attended by several DADang Darmawan as the Head of the Bandung City Transportation Agency, Yayan A.Brilyana as the Head of the Bandung City Communications and Information Office, as well as Benny and Andreas as the accused who gave bribes in the case.

Without official official documents on the trip, the prosecutor then asked Andri who was the financier of their visit to Bangkok. Andri also revealed that the trip was fully financed by PT Sarana Mitra Adiguna (SMA) as the briber.

"(Financed) Tickets, hotels, food costs (for) five days with travel," said Andri.

Andri explained that the purpose of their trip to Bangkok was to see smart camera products installed in Bangkok. This is related to the plan for a smart camera work in Bandung City by PT SMA.

In his indictment, the Public Prosecutor stated that there were 10 people within the Bandung City Government who also enjoyed the "walks" to Bangkok, apart from the two defendants who gave bribes.

The ten people, including Yana Mulyana, Dadang Darmawan, Yayan A.Brilyana, a number of civil servants from the Bandung City Transportation Agency and Diskominfo, to Yana Mulyana's wife and children.

PT SMA was also charged with spending more than IDR 320 million for a trip to Bangkok in order to "smooth" the CCTV procurement project initiated by the Bandung City Transportation Agency.

Meanwhile, Director of PT SMA Benny admitted that he did not pay the entire travel fee. He admitted that he did not spend funds on trips from Bandung to Soekarno-Hatta Airport in Tangerang, Banten.

"I want to respond to the question to Thailand. Initially, it was Pak (Khairur) Trijil's request. We never offered. We initially offered only to Jakarta, but because of Pak Rijal's request, it went to Thailand," said Benny.
